Ethics Commission Minutes
Meeting December 3, 2020
Members Present: Ben Goggins, James McNaughton, Michael Pappas, Mark Reed and Frances
Kay Strickland
Members Absent: Zelda Tenenbaum
Ex-Officos Present: Janice Elliott, Recording Clerk
Invited Guests: Charlie Barrow, Ethics Commission Attorney
Roll:
Michael Pappas, called the meeting to order. Roll was taken. Members present: Ben Goggins,
James McNaughton, Michael Pappas, and Mark Reed. Frances Kay Strickland joined the
meeting prior to going into Executive Session. Zelda Tenenbaum was absent. One vacancy to be
filled.
Approval of Minutes:
Mark Reed moved for the October 13, 2020 meeting minutes to be approved. James
McNaughton seconded. Minutes were approved.
New Business:
Discuss the Responses to the Pending Ethics Complaint
Call for motion to go into Executive Session to discuss w/attorney the Ethics Charge:
Michael Pappas moved to adjourn into Executive Session. Ben Goggins seconded the motion.
Motion carried.
Call for a motion to Close Executive Session:
Frances Kay Strickland moved to close Executive Session. James McNaughton Seconded the
motion. Motion carried.
Call for a motion to reconvene the Open Meeting:
Mark Reed moved to reconvene the open meeting. Ben Goggins seconded.
Motion carried.
Frances Kay moved to dismiss the pending complaint. James McNaughton seconded. Vote was
4-1 to dismiss with Mark Reed voting against.
No Old Business
Adjournment:
Mark Reed moved to adjourn the meeting. James McNaughton seconded. Motion carried.
