INITIATION: The regular meeting of the City Council of the City.of Temple City was called to order by Mayor Tyrell at. 7:30 P. M. The Mayor then led the Pledge of Allegiance to the 2. Flag. 3. INVOCATION: Rev. Lyman Ellis of the First Methodist Church of Temple City gave the invocation. 4. ROLL CALL: PRESENT: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell ABSENT: Councilmen -None ALSO PRESENT: City Attorney Shatford, City Manager Woollett 5. APPROVAL OF MINUTES: Regular Meeting of Febr. 11, 1963 Councilman Dickason requested a clarification of the statements made in item No. 22 under "Matters From City Officials" regard- ing the activities of the City Manager. For this reason the approval was held over until the next Council Meeting. At this time Mayor Tyrell brought to the attention of the Coun- cil the Public Hearing being held in El Monte at this same time regarding the proposed abandonment of existing right -of -way on Merced Ave. in the City of El Monte south of the San Bernardino Freeway. It is on the Master Highway Plan to connect with. Baldwin and be a major north -south connection between the San Bernardino Freeway and the proposed Foothill Freeway. After discussion the Council agreed that before any action is taken this matter should be thoroughly considered by the LARTS staff and the Regional Planning Commission and that this City is interested primarily in Baldwin Ave. as a connector between San Bernardino Freeway and the proposed Foothill Freeway. The Mayor advised it has been suggested that the City Manager take leave and make an appearance at the El Monte Council meeting to indicate the protests of this City. Councilman Fitzjohn so mov= ed, Councilman Merritt seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None The City Attorney added that when he appears that he recommend it be referred certainly to the County and State officials, and that they be given an opportunity to be heard on the matter. • UNFINISHED BUSINESS: ORDINANCE NO. 63 -100: 2nd reading. City Attorney Shatford read title to Ordinance No. 63 -101 AN ORDINANCE OF THE CITY OF TEMPLE CITY AMENDING THE MUNICIPAL CODE SECTIONS RELATING TO THE ELECTRICAL CODE TO BRING THE TEMPLE CITY ELECTRICAL CODE UP TO THE CURRENT PROVISIONS OF THE LOS ANGELES COUNTY ELECTRICAL CODE. City Attorney Shatford read title to Ordinance No. 63 -102, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMEND- ING THE TEMPLE CITY MUNICIPAL CODE SECTIONS RELATING TO THE PLUMBING CODE TO BRING THE TEMPLE CITY PLUMBING CODE UP TO THE CURRENT PROVISIONS OF THE LOS ANGELES COUNTY PLUMBING CODE. RESOLUTION NO. 63 -263: Re- Metropolitan Transit Authority. City Attorney Shatford stated this was the Resolution requested by the Council, and he read title to Resolution No. 63 -263 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CiTY RE- QUESTING THE STATE LEGISLATURE TO AMEND THE METROPOLITAN TRANSIT AUTHORITY ACT TO PROVIDE FOR LOCAL RESPONSIVE REPRESENTATION. Councilman Merritt moved to adopt Resolution No. 63 -263, Coun- cilman Dickason seconded, motion carried by the following roll call vote: AYES: Councilmen- Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 8. RECOMMENDATION CONCERNING OVER -NIGHT PARKING: The City Manager presented to the Council information concerning the survey and research together with proposals for the control of over -night parkin. One proposal-was to provide temporary methods for authorizing overnight on- street parking in critical areas, by use of permits, posting of specific locations and /or by designating subject streets by block. Also to request the Planning Commission to consider upgrading off - street parking requirements for new multiple unit structures. Following con- siderable discussion regarding this matter Councilman Fitzjohn moved to refer this back to the Traffic Commission for specific recommendations, Councilman Merritt seconded, roil call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Counciimen -None 9, LIVE OAK PROJECT: CASH CONTRACT # 41212 The City Manager advised the bids on this project were opened at 10:00 on Febr. 19, at the City Hall and Aamon Bros. were the low bidder with a bid of $40,723.32, and he requested the Coun- cil to award the contract to them. Councilman Nunamaker moved to award the contract to Aamon Bros, of 614c East Edna Place, Covina, Calif. in the amount of $40,723.32, and to instruct the 419 Council Minutes, February 25, 1962, page 3 City Attorney to prepare the contract, and to instruct the Mayor and City Clerk to sign the contract for the construction of cement concrete curbs, gutters, cross gutters and driveways, asphaltic concrece p_ivement, aggregate base and drainage struc- tures, and all other incidental and appurtenant work under Cash Contract No. 41212, Councilman Merritt seconded, carried by the following roll call vote: AYES: CouncilmeniDickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 10. STATUS REPORT ON CIVIL DEFENSE: City Manager Woollett requested this report be held over to the next Council meeting. Councilman Fitzjohn so moved, Councilman Merritt seconded, and carried. 11. PUBLIC HEARING: 8 :00 P. M. Re -Curb is Gutter. Mayor Tyrell stated this was a request for curb & gutter on the - west side of Fratus between Olive and Blackley. The total foot- age is 526 ft. and 325 ft. have signed representing 61.78 %. Mayor Tyrell declared this Public Hearing opened and asked if anyone wishes to speak for or against this installation. No one came forward to speak. Councilman Nunamaker moved to close the Public Hearing, Councilman Fitzjohn seconded, roll call vote as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None Councilman Dickason moved to determine that the installation is in the public interest and instruct the Supt. of Streets to cause the work to be done, Councilman Merritt seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 12. STATUS REPORT OF PROPOSED OFF - STREET PARKING DISTRICT #1 Councilman Nunamaker advised the preliminary work had been com- pleted regarding this off - street parking district and the re- quest was for the City to indicate it's willingness to maintain the lots once they become City property if this project is suc - -- cessful. Councilman Dickason moved to indicate the City's will- ingness to support the project by agreeing to maintain the lots once they become City property, Councilman Fitzjohn seconded, roll call carrying the motion as follows: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None NEW BUSINESS: 13. PROPOSED AMENDMENTS TO 1962 -63 CITY BUDGET. Resolution No. 63 -265 Following discussion Councilman Dickason moved to approve the changes in the 1962 -63 budget as shown in Resolution No. 63 -265 Councilman Fitzjohn seconded, carried by the following roll call vote: AYES: Councilmen -Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 14, APPROVAL STORM DRAIN PROJECT #525: Baldwin Ave. Mayor Tyrell read a letter from the L. A. County Flood Control District requesting the Council to formally approve the specifi- cations, and authorize the District to proceed with construction as described therein, and grant permission to occupy and use the public streets in the city of Temple City to construct, operate and maintain said installations. The City Manager advised the final set of plans had been reviewed and approved by the County Engineer and County Road Dept. PARKS & RECREATION COMMISSiON RECOMMENDATIONS: Recommend purchase of 8 barbeque braziers for Live Oak Park. As this was approved n the budget Councilman Dickason moved to approve the recommenciation of the purchase of 8 barbeque brazier!: for Live Oak Park, Councilman Fitzjohn seconded, roll call vote carrying the motion as follows: AYES: Councilmen.rDickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 16. PLANNING COMMISSION RECOMMENDATIONS: ORDINANCE NO. 63 -103: 1st reading City Attorney Shatford read title to Ordinance No. 63 -103 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMEND- ING THE MUNICIPAL CODE TO PROVIDE REQUIREMENT THAT ALL LOTS FRONT ON A PUBLIC THOROUGHFARE. Councilman Fitzjohn moved to waive further reading of Ordinance No. 63 -103, Councilman Nunamaker seconded, carried by the following roll call vote: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker,Tyrell NOES: Councilmen -None ABSENT: Councilmen -None As this was the first reading no further action was taken. ORDINANCE NO. 63 -104: 1st reading City Attorney Shatford read title to Ordinance No. 63 -104 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMEND. ING THE MUNICIPAL CODE TO PROVIDE LOT WIDTH REQUIREMENT. RESOLUTION NO, 63 -264: Warrants & Demands. Following discussion Councilman Fitzjohn moved to adopt Resolu- tion No. 63 -264, warrants and demands in the sum of $21,648.51 Nc Nos. 2335 through 2367, Councilman Merritt seconded, carried by the following toll call vote: AYES: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker, Tyrell NOES: Councilmen -None ABSENT: Councilmen -None 18. COMMUNICATIONS: a. Temple City Jr. Hi -Y: request charitable solicitation permit A letter from John Ehresmann, Adult Advisor to the Temple City Hi -Y requesting a permit to conduct a peanut sale to raise funds to send a less fortunate boy to summer camp. Councilman Mer- ritt moved to approve, Councilman Nunamaker seconded, and carri- ed. A letter of request from the United Cereb4e1 Pe1sy Actin, of Los Angeles County requesting permission to conduct its Annual Campaign during the month of May, 1963. Councilman Fitzjohn moved to approve, Councilman Dickason seconded, and carried. 19. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: Mr. Don Secres, 10249 Green St., asked a question about item No. 16. He advised he had a lot 90 x 360 and so does his neigh- bor and he asked how wide a public street was required to get to the back of these lots. The City Attorney advised at the present time nothing less than a 40 ft. right of way. He ad- vised him to develop a plot plan and bring it in it probably can be worked out. 421 Council Minutes, February 25, 1963, page 5 20. MATTERS FROM CITY OFFICIALS: City Manager Woollett asked the Council if they would be able to . attend ground breaking ceremonies for the new Public Library on Friday morning at 9:30 A. M. and advised that Supervisor Bonelli and the library people will be in attendance. All agreed that they could be present. Regarding St. Patrick's Day there is to be a parade on March 16 on Wilshire Blvd. a request was made for anyone interested in taking part. Councilman Merritt moved to receive and file, Councilman Nunamaker seconded, and carried. Councilman Nunamaker asked about the street sweeping after the Camellia Festival parade, and the City Manager advised both . sides of the street had been swept. 21. ADJOURNMENT: Councilman Fitzjohn moved to adjourn, Councilman Merritt.second- ed, Council adjourned at 9:05 P. M. until March 11, 1963, at 7 :u P. M. at the City Hall, 9664 E.
