MAY 28, 1948
Pursuant to a call therefor by the Mayor, a special meeting
of the Council of Bal Harbour Village was held at 4:00 otclock P. M.
on the 28th day of May, 1948. There were present the following
Councilmen:
Messrs: Bonneau, Graham, Jr,, Whit aker, and Southerland.
Mr. Soatherland, the Mayor, presided. He stated thet Coune aman
Massnick had moved his residence fr,aa Florida, and had tendered hio
resignation as a member of the rc11 of Bal. harbour Village, and
his resignation had been acceited, and tic: pur,,oae of this special
meting was to elect his successor,
Tuereupon, it was moved by Mr. Whi.tte e:r, ant seconded by
Mr. Robert C. Graham, Jr., that Mr. William V. Simons who owns a
home in Bel Harbour Village, and is a resident of the Village, be
elected a member cf the Council to fill. the vacancy created by the
resignation of Mr. Massnick, to serve the unexlir d term of
Massnick, The motion was carried.
There being no further bnalaeas before. the meeting on motion
duly : econded and curried the meeting was el,l urncd.

A regular meeting of the Bal Harbour Village Council was held
June 250 1948 at 8:00 P. M. in the Administration Building.
There were present the following councilmen: Messrs. Bonneau,
Graham, Jr., Southerland and Whittaker. C iinci?man elect William

V. Simons, W. H. Webb, Village Manager, and Mary Wetterer, Clerk
were also present.
Mr. Simons was duly sworn in by the Town Clerk and welcomed by
the Mayor in behalf of all the Council.
An amendment to the Police Ordinance ( Ordinance No. 2) per-
taining to dogs on public beaches was thee considered anc action was
postponed until the neyt counoi1 meeting pending investigati.,n of
the State. and County laws by the Town Manager.
The matter of appointment of an associate Judge to preside in
the absence of the Town Judge was discussed and upon motion of
Mr. Whittaker, seconded by Mr. Simons Ordinance No. 1 Section No. 4
was amended by deleting the words "President of the Council" and
substiteting the words, "Assistant '`ayor" so that the said Section 4
will read as follows:
"SECTI.:N 4. Substitution for Judge. In the event
of absence, illness, disqualification or other dis-
ability of the Mayor, or for other cause deemed suf-
ficient by the council in one or more cases, the
Assistant 'mayor as Actin; Mayor shall have and exer-
cise all powers and duties of the -'ayor."
and Ordinance No. 12, knows as:

was adopted.
The Town Clerk was then instructed to post the amendment for
ten (10) days, effective June 28th. It was the opinion of the
Council that an Associate Judge would not be necessary at the
present time.
The Town Manager then recommended a transfer of ."„„,015.59
from 48u6-AI in the Parks Department to 81 i-AI (Police Derartt nt)
and upcn motion of Mr. Graham, Jr. second.d by Mr. Simons, the
transfer was approved.
Mr. Webb presented a tentative budget .for the 1948-49
to the council and after discussion it was agreed that the
budget would be adopted at the fol.lowin„ meeting.

There being no further business upon motion of Mr. Whittaker

seconded by Mr. Bonneau, the meeting was adjourned.
Mayor
JULY 19, 1948
The Council of Bal Harbour Village met at the Administration Build-
ing at 8:00 P. M., July 19, 1948 to act as a Board of Equalization
for the tax roll period of January 1, 1948, to December 31, 1948.
The following members constituting a quorum were present: Messrs.
bonneau, Graham, Simons, and Southerland.
Absent: Mr. Whittaker.
Also present were Mr. W. H. Webb, Village Manager, and Mary
Wetterer, Village Clerk.
The Village Clerk reported that the tentative tax roll had been
posted in the village offices for seven days and no protests against
the tax roll had been received. There were no taxpayers present at
the meeting to protest the tentative tax assessments. After dis-
cussion of various items the council acting as the Board of Equali-
zation, on motion duly made, seconded and carried, accepted and
adopted the tax roll as presented b,i the Tax Assessor, fixing the
fixable value of real and personal property within the Village,
January 1, 1948 at $4,765,440.00.
The council then considered the budget for operation of the
Village during the fiscal year October 1, 1948 to Septerber 30, 1949,
as presented by the Village Manager.
Mr. Southerland suggested that the hiring of an extra police officer
might be delayed a few months in order to lower disbursements and on
motion of Mr. Graham seconded by Mr. Simons it was voted that this
matter be left to the discretion of the Village Manager.
