Town Hall Annex Board Meeting Room, 105 E. Corbin St.
Present: Candice Cobb, Max Dowdle, Megan Kimball, Laura Simmons, Virginia Smith and Will Spoon
Absent: Jill Heilman
Staff: Town Attorney Bob Hornik and Planner Justin Snyder
Guests: None
1. Call to order, roll call, and confirmation of quorum
Member Virginia Smith called the meeting to order at 6 p.m. Planner Justin Snyder confirmed the presence of a
quorum.
2. Reading of the commission’s mission statement
Smith read the statement.
3. Adjustments to the agenda
There were none.
4. Minutes review and approval
A. Minutes from the special meeting Oct. 2, 2019.
Motion: Member Candice Cobb moved to approve the minutes as submitted. Member Will Spoon
seconded.
Vote: 6-0
Changes: None
5. Election of officers
Motion: Member Candice Cobb nominated Member Jill Heilman as chair. Member Laura Simmons
seconded.
Vote: 6-0
Motion: Simmons nominated Member Candice Cobb as vice chair. Spoon seconded.
Cobb withdrew her name from consideration.
Motion: Dowdle moved to elect Member Virginia Smith as vice chair. Simmons seconded.
Vote: 6-0

There was none.
6. New business
A. Quasi-judicial training session

Town Attorney Bob Hornik led a training session on quasi-judicial procedures.
B. Consideration of changing meeting time
The board discussed 6 p.m. interfering with dinner time and decided 6:30 p.m. could work for starting future
Historic District Commission meetings.
Motion: Simmons moved to change the meeting time to 6:30 p.m. Spoon seconded.
Vote: 6-0
C. Consideration of formal request for grant match commitment
Snyder said the request would be for $10,000.
Motion: Simmons moved for the chair to make a formal request to the Board of Commissioners for an
FY20-21 grant match commitment for updating the design guidelines. Cobb seconded.
Vote: 6-0

There was none.
9. Adjournment
Motion: Spoon moved to adjourn at 8:10 p.m. Dowdle seconded.
Vote: 6-0
