A special meeting of the Leesburg Town Council was held on Friday, October 28, 1994 at 11:45
a.m., at the Ida Lee Recreation Center for the purposes of discussing the Letter of Intent between the
Town of Leesburg, Gilbane and the County of Loudoun regarding the County Government Center,
consideration of appointments of board members for the 501 (c)(3) Corporation related to the cotinty
complex and to conduct a strategic planning meeting with Mike Chandler, Councilmember Town of
Blacksburg. Notice having been delivered to all members of the Town Council prior thereto. The
meeting was called to order by the Mayor.

Gilbane representatives: Beaton Burroughs, Dave Culbert and Tom Nails reviewed the revised letter of
understanding regarding the town's commitment to the County Government Center. Questions were
raised by Councilmembers Buttery, Emswiller, Umstattd, Trocino and by the Town Manager and Deputy
Town Attorney. It was agreed that the Council would reconvene after the November 1, Finance
Committee meeting for further consideration and discussion of this issue.
Mike Chandler discussed strategic planning with the Town Council. A questionnaire was distributed and
completed. It was agreed that the Council would meet again with Mr. Chandler on this issue on
December 14, 1994 at 12 noon, at Ida Lee.
On motion of, and duly seconded, the meeting was adjourned.
