WHEREAS, the Common Council for the City of Richmond acting in its capacity as the Board of Directors for the RP&L passed and adopted Resolution No. 3-1984 on / , 1984 approving the transfer of $58,200.00 from the cash reserve fund of RP&L to the General Fund of the City of Richmond, Indiana, and; WHEREAS, it is in the interest of the City of Richmond to create an Economic Growth and Development Department to encourage orderly development of areas suitable for business and industrial development and to promote the general economic attractiveness and development of the City of Richmond, Indiana, and; WHEREAS, there exists a need for an additional appropriations in the General Fund of the City of Richmond, Indiana to fund the Department of Economic Development Director. NOW THEREFORE BE IT ORDAINED by the Common Council of the Richmond, Indiana; ✓ SECTION 1. That Resolution No. 3-1984 of the Richmond Power & Light Board of Directors be ratified and adopted as a part of this ordinance. Iip later years the Common Council of the City of Ft Wayne saw fit to p into the Surplus Funds of City bight in order to provide funds for other City Departments, such as Recreation and Paris Department activitiesp to the detriment of the Cash Surplus and Depreciation Accounts of City Light, After a number of years the Common Council found that the City bight Was being pinched for funds to maintain a competative utility, and for some time was unable to decide What to do about a serious problem, to the detriment of what had been a healthy Utility. The final result was to lease the coal fired plant to the competition and Watch the last Alternator in Ft Wayne come to a halt, Today, there are many people in Ft "Tayne who think of Mayor William Hosey and City Light When they read their Monthly Electric Bills, Will Richmond's younger generation of today be reading their Electric Bills in the year 2010 and suffer the agony experienced by Ft Wayne Citizens in recent years 7 I moved to Richmond in 1973 and have enjoyed being a customer of Richmond Power and Lightpat the above address „ I feel that the People of Richmond are very fortunate in having a person of the capability,qualifications and years of experience in Electrical Generating Equipment of Mr Irving Huffman as Manager of the Richmond Y Power and Light Plant. As a user of Electric Power, as a Taxpayer and as a holder of Bonds in the Indiana Municipal Power Agency I urge avery Member of the Governing Board of Richmond Power and Light to think seriously before casting a Vote in Favor of using Surplus Funds for Other Purposes than the Operation of Richmond Power and bight.
