A special meeting of the Leesburg Town Council was held on December 14, 1994, from 10:00
a.m. to 5:00 p.m., in the first floor Executive Conference Room, 25 West Market Street, Leesburg,
Virginia. Notice having been delivered to all members of the Leesburg Town Council prior thereto. The
purposes of the meeting were to conduct a strategic planning session and a pre-budget worksession.
Mayor Clem called the meeting to order.

MOTION
On motion of, and duly seconded, the following resolution was proposed and adopted.
94-270 - RESOLUTION - AWARDING A CONTRACT FOR THE REVIEW OF ENGINEERING
CONSTRUCTION DRAWINGS TO WILLIAM H. GORDON ASSOCIATES, INC.
WHEREAS, proposals were received on November 22, 1994 from engineering consulting firms
in response to the Request for Proposals (RFP) issued by the town for the review of construction
drawings; and
WHEREAS, the selection committee, including a member of the Town Council, evaluated the
proposals, prepared a shortlist of firms and interviewed each of the shortlisted firms; and
and
WHEREAS, the firm of William H. Gordon Associates, Inc., was selected as the top ranked firm;
WHEREAS, the selection committee recommends award of the plan review contract to William
H. Gordon Associates, Inc.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The Town Manager is authorized to sign on behalf of the town a contract in a form
approved by the Town Attorney for the review of engineering plans and construction drawings with
William H. Gordon Associates, Inc.
SECTION II. An appropriation of $60,000.00 is hereby authorized from the unappropriated
General Fund balance to the Engineering and Inspection Contractual Services Account
#200.3401.300.302.

Absent: Councilmembers Buttery, Emswiller and Umstattd
The Council approved an appropriation of $250.00 to be awarded to. Leesburg Police Officer T. F. Butler
for his efforts in graduating first in the Forensic Science Academy in Richmond, Virginia.
The Council then discussed the items listed on the pre-budget workshop agenda and conducted the
strategic planning session.
The meeting was adjourned approximately 3:00 p.m.
