HomeMy Public PortalAbout1995_03_01SPECIAL MEETING MINUTES OF MARCH 1, 1995 A special meeting of the Leesburg Town Council was held Wednesday, March 1, 1995, beginning at 5:00 p.m., in the first floor executive conference room, 25 West Market Street, Leesburg, Virginia. Notice having been delivered to all members of the Leesburg Town Council, prior thereto. The purposes of the meeting were as follows: 1. To consider: (a) Resolution Agreeing to amend the Annexation Area Development Policies to allow extension of town sewer and water service to a residence at 801 Shady Oaks Lane 2. To consider: (a) Resolution Opposing any provision in H.R.1036 and S.288 that would negatively affect future development of Washington Dulles International Airport or continuation of The Washington Metropolitan Airports Authority (MWAA) as the independent authority created to manage and operate the airport 3. To consider the Compensation and Classification Plan. (a) Ordinance Amending Chapter 12.1 of the Town Code regarding revised Pay and Classification Plan [FC vote: 3-0] (b) Resolution Amending positions and numbers of employees in the town's service [FC vote: 3-0] 4. To conduct a budget worksession to discuss the FY 1996 Budget. 6:00 p.m. Meeting of the Inter-Governmental Affairs Committee of the Town Council The meeting was called to order by Mayor Clem. Councilmembers present George F. Atwell Frank Buttery Jewell Emswiller Joseph R. Trocino Kristen C. Umstattd William F. Webb Mayor James E. Clem Staff members present Town Manager Steven C. Brown Director of Engineering and Public Works Thomas A. Mason Director of Utilities Randolph W. Shoemaker Director of Finance Paul E. York Director of Planning, Zoning and Development Michael Tompkins Assistant Town Manager for Economic Development Jim Gahres Captain Michael McVeigh Mr. Tompkins addressed the Council with regard to proposed legislation, agenda item 1.(a). Mr. Chuck Jones, representing the homeowner, was present to address any questions of the Council. MOTION On motion of, and duly seconded, the following resolution was proposed and unanimously adopted. 95-45 - RESOLUTION: AGREEING TO AMEND THE ANNEXATION AREA DEVELOPMENT POLICIES TO ALLOW EXTENSION OF TOWN SEWER AND WATER SERVICE TO A RESIDENCE AT BO1 SHADY OAKS LANE WHEREAS, the Annexation Agreement between Loudoun County and the Town of Leesburg for the January 1, 1984 annexation by the Town included Annexation Area Development Policies (AADPs); and WHEREAS, the current AADPs require concurrence by the Town of Leesburg and Loudoun County for any extension of Town utilities beyond the Town limits; and WHEREAS, certain property identified as Parcel 28C on Loudoun County Tax Map 47, also known as 801 Shady Oaks Lane, is situated on a wooded hillside immediately outside the Town limits at the end of Country Club Drive in Leesburg's Country Club Estates subdivision; and WHEREAS, the owners, Dennis and Frances Savage, are constructing a residence on said property and have requested connection to the Town's sewer and water systems in order to avoid extensive clearing of trees to install a septic drainfield; and WHEREAS, the preservation of existing trees and natural vegetation is a stated policy of the AADPs; and WHEREAS, the Town-County Joint Policy Committee for administration of the AADPs met on February 22, 1995 to consider this request and has recommended to the Board of Supervisors of Loudoun County and the Council of the Town of Leesburg that they agree to modify the AADPs to permit extension of Town utilities to the property in question. THEREFORE, resolved by the Council of the Town of Leesburg as follows: SECTION I. The Council agrees to amend Section III.K. of the Annexation Area Development Policies to insert the following language immediately after the discussion of the Woodiea Manor subdivision: "In addition, the extension of Town sewer and water service to Tax Map 47 Parcel 28C to serve one existing single family dwelling is approved. This extension is approved to protect the environmentally sensitive nature of the Catoctin Ridge and is not intended to establish a precedent for additional Town utility extensions outside the established UGA." SECTION II. This approval is conditioned on no additional clearing of trees to install the utility lines. VOTE: Aye: Councilmembers Atwell, Buttery, Emswiller, Trocino, Umstattd, Webb and Mayor Clem Nay: None Mr. Gahres addressed the Council with regard to proposed legislation, agenda item 2.(a). MOTION On motion of; and duly seconded, the following resolution was proposed and unanimously adopted. 95-46 - RESOLUTION - OPPOSING ANY PROVISIONS IN H.R.1036 AND S.288 THAT WOULD NEGATIVELY AFFECT FUTURE DEVELOPMENT OF WASHINGTON DULLES INTERNATIONAL AIRPORT OR CONTINUATION OF THE METROPOLITAN WASHINGTON AIRPORTS AUTHORITY (MWAA) AS THE INDEPENDENT AUTHORITY CREATED TO MANAGE AND OPERATE THE AIRPORT WHEREAS, Washington Dulles International Airport serves as a catalyst for economic development in the area and the Town of Leesburg; and WHEREAS, the expansion of air service at Dulles is vital to the health of the Leesburg area; and WHEREAS, completion of the Dulles Greenway will further add to the importance of Dulles in fostering new business growth for Leesburg;, and WHEREAS, MWAA since its creation has developed air service in the region through a balanced use of its airports. CO3195 Spec -2- THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The Mayor and Town Council of the Town of Leesburg oppose any provisions in H.R.1036 and S.288 that would negatively affect future development of Washington Dulles International Airport or continuation of MW,aA as the independent authority created to manage and operate the airport. Nay: SECTION II. The Mayor shall represent the town regarding this issue. Councilmembers Atwell, Buttery, Emswiller, Trocino, Umstattd, Webb and Mayor Clem None Agenda items 3. (a) and Co) were referred to future budget worksessions for further consideration. Mr. Brown presented a breif synopsis of the proposed FY 1996 Budget. The next budget worksession is scheduled on March 8, 1995 beginning at 4:30 p.m. The 6:00 p.m., meeting of the Inter-Governmental Affairs Committee of the Leesburg Town Council was deferred to a later date.
