Reiman approximately 7:00 P.M. on Thursday, October 16, 2003, Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Councilmember Randy Krum " Susan Naples " Frank Padsi " Ronald Rios " Joseph Sitarz " Brian Sosnowski Also noted present was Borough Attorney Robert J. Bergen, Esq. pRAYER, PLEDGE The meeting was opened with a moment of Silent Prayer and the OF AH.EGIANCE Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on October 9, 2003, in full compliance with the STATEMENT OF Open Pt~?lic Meetings Act, a notice of tonight's meeting was sent to MEETING NOTICE The Ho~e News Tribune, The Star-Ledger and posted on the bulletin board. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous APPROVAL OF affirmative vote of the full membership present, the minutes of MINUf~S September 4, September 18 and October 2, 2003 were approved as transcribed and engrossed by the Clerk. Mayor Reiman said they would hold the Police Commendations for COMMENTS later in the meeting. ORDINANCE #03-46 was introduced and adopted on First Reading ORDINANCE # 03-46 and the Clerk authorized and directed to advertise same for Public "AMENDING AND SUPPLEMENTING Hearing to be held on November 6, 2003, upon MMS&C, by CODE, CHAPTER Councilmembers Rios and Sitarz. Upon individual roll call vote 10%5.3 RE:WAIVER Councilmembers Kntm, Naples, Parisi, Rios, Sitarz and Sosnowski FORSENIOR voted in the affirmative. CITIZENS ORDINANCE #03-46 "AMENDING & SUPPLEMENTING § 109-5.3, ENTITLED WAIVER FOR SENIOR CITIZENS, OF THE CODE OF THE BOROUGH OF CARTERET" OCTOBER 16, 2003 ORDINANCE # 03-45 The Clerk stated Ordinance #03-45 was introduced and passed upon AMENDING CODE, First Reading at a Regular Meeting of the Borough Council held on SECTION254-41, October 2, 2003. It was duly published in the Home News Tribune on RE: PARKING IN October 7, 2003 with notice that it will be considered for final passage DESIGNED SPACES after Public Hearing to be held on November 6, 2003 at approximately 7:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS&C, Councilmembers Rios and Sitarz and unanimous affirmative vote of the of the full membership present, the Mayor declared the Public Hearing to be open: There being no comments or objections to the Ordinance, the Mayor HEARING CLOSED declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Sitarz and Rios and unanimous affirmative vote of the full membership present. Upon MMS&C, by Councilmembers Rios and Sitarz ORDINANCE #03-45 "AN ORDINANCE AMENDING § 254-41, ENTITLED 'PARKING IN DESIGNATED SPACES; VIOLATIONS AND PENALTIES', OF CHAPTER 254 ENTITLED VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Krum, Naples, Parisi, Rios, Sitarz and Sosnowski voted in the affirmative. Reiman Advertised as Finally Adopted: October 24, 2003 MAYORAL Mayor Reiman presented Mayoral Commendations to Detectives COMMENDATIONS: Stanley Singura, Carmine Pannullo, James Hart and Michael POLICE OFFICERS Materazzo for the arrest of the two fugitives who kidnapped a United States Senator's wife during a crime spree which ended in the Borough of Carteret on October 8, 2003. 2 OCTOBER 16, 2003 A copy of each Resolution was placed on the table for public review MEETING OPENED prior to the meeting in accordance with the Rules of Council and upon PUBLIC INPUT ON MMS&C, by Councilmembers Rios and Krum and unanimous ALL RESOLUTIONS affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions. MEETING CLOSED There being no comments or objections to the Resolutions, the Mayor declared the Public Heating to be closed, upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the full membership present. Mayor Reiman said the appointment to the Housing Authority is COMMENTS Joseph Gasparro and the appointment to the Redevelopment Agency is Frank Kaskiw. Councilmember Parisi asked for clarification on the sale of property. Mayor Reiman explained. Councilmember Parisi asked about the demolition of buildings Resolution. Mayor Reiman briefly explained. The Bor.~ugh Clerk asked if any Councilmembers wanted any CONSENT AGENDA ResolutiOns to be taken off the Consent Agenda and asked for a motion. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the full membership present, Resolutions #03-312 to #03-323 were approved. RESOLUTION # 03-312 RESOLUTION #03-312 was introduced by the Mayor and referred to AUTHORIZING the Council for action. MAYOR TO EXECUTE COOPERATIVE Upon M-Ms&c, by Councilmembers Rios and Sitarz PRICING AGREEMENT WITH RESOLUTION #03-312 TOWNSHIP OF PISCATAWAY "AUTHORIZING THE MAYOR TO EXECUTE COOPERATIVE PRICING AGREEMENT WITH THE TOWNSHIP OF PISCATAWAY" was adopted. Upon individual roll call vote, Councilmembers Krum, ADOPTED Naples, Parisi, Rios, Sitarz and Sosnowski voted in the affirmative. ROAD IMPROVEMENT PROGRAM Upon MMS&C, by Councilmembers Rios and Sitarz RESOLUTION #03-314 "AWARDING CONTRACT FOR 2003 ROAD IMPROVEMENT PROGRAM" ADOPTED was adopted. Upon individual roll call vote, Councilmembers Krum, Naples, Rios, Sitarz and Sosnowski voted in the affirmative. Councilmember Parisi abstained. COMMUNITY DEVELOPMENT Upon MMS&C, by CounciLmembers Rios and Sitarz DEPARTIvlENT TO REQUEST FLrNDING RESOLUTION #03 -323 FOR WASHINGTON AVENUE BUSINESS "AUTHORIZING CARTERET COMMUNITY DEVELOPMENT DISTRICT DEPARTMENT TO REQUEST FUNDING FOR REVITALIZATION THE WASHINGTON AVENUE BUSINESS DISTRICT REVITALIZATION" was adopted. Upon individual roll call vote, Councilmembers Krum, ADOPTED Naples, Rios, Parisi, Sitarz and Sosnowski voted in the affirmative. The Clerk stated that she was in receipt of a Communication from the BOROUGH OF sPOTSWOOD Borough of Spotswood-Resolution opposing S-2516, Prohibiting Use of Schools as Polling Places. The Clerk stated that she was in receipt of a Communication from the BOROUGH OF Borough of Spotswood-Resolution opposing State's Property Tax SPOTSWOOD Reimbursement Program. MIDDLESEX COUNTY The Clerk stated that she was in receipt of Communication from OFFICE OF COUNTY Middlesex County Office of County Counsel-Notice of Termination of COUNSEL 19-Year ~Lease with MCIA for Tamarack and Raritan Landing Golf Courses and entering into a new 25-Year Lease. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the full membership present, all Communications were ordered to be received and placed on file. OCTOBER 16, 2003 PAYMENT OF BILLS Upon MMS&C, by Councilmembers Sitarz and Parisi' all bills appearing on the prepared list properly audited and signed were ordered to be paid. Upon individual roll call vote, Councilmembers Krum, Naples, Parisi, Rios, Sitarz and Sosnowski voted in the affirmative. REPORTS The Clerk stated that she was in receipt of the following reports: DEPARTMENT 1. Board of Health-September 2003 2. Inspection of Buildings-September 2003 BUILDiNGS & GROUNDS: Committee Chairperson Naples said she STANDING COMM1 I'I'i~ES would be reviewing the first phase of the plans for the Borough Hall with Tony Neibert. FINANCE & ADMINISTRATION: Committee Chairperson Parisi said the Building Department had a total revenue of $365,896.00 to date. He spoke about the tax sale and the revenue. He said the budget looks good and he didn't expect any emergencies for the rest of the year. FIRE: Committee Chairperson Sosnowski spoke about the training seminar on that the Volunteer Fire Department hosted concerning Natural Gas Emergencies. He spoke about the Weapons of Mass Destruction training at the Middlesex County Fire Academy, which was attended by some of the Volunteer Firefighters. He spoke about the Open House the Fire Department held Saturday and said over five hundred people attended. He said he felt it was a great event and everyone that attended learned a lot. He reported progress. PARKS & RECREATION: Committee Chairperson Krum said the flagpole has inground lights at Carteret Park. He spoke about Grant Avenue Park and said they are moving along. He said the equipment has been ordered for Chrome Park. He said Skerry is okay, she went to the vet and her paw would be back to normal in a week. He reported progress. OCTOBER 16, 2003 POLICE: Committee Chairperson Rios spoke about the training STANDING sessions/hat several officers have attended including gun permits and GOMMi'!:~e,ES search warrants. He said the next Neighborhood Watch Program, Personal Safety would be held on December 3, 2003. He congratulated the officers involved in the apprehension of the two suspects with the Senator's wife. He said there were a number of other officers involved who deserved an honorable mention and read the list of names. He reported continued progress. PUBLIC WORKS: Committee Chairperson Sitarz said Public Works was getting ready for the winter and converted an old dump truck into permanent salt spreader. He said they are waiting for the two new dump tracks and the new street sweeper. He said the Sewer Department was checking the pump stations and installing sewer guards. He said the Streets and Roads Department was working out the pick up schedule for 2004 for the holiday pick-ups and patching the pot holes. He reported progress. BOARD OF EDUCATION: Committee Chairperson Naples spoke about the Resolution supporting National Violence Prevention Week which was being held in the schools and spoke about the events that the schools had planned. She said she spoke to Mr. Cherepski about setting up a meeting with the committees and she was waiting for him to get back to her. Mayor Reiman said he sent a letter to the DCA notifying them of his MAYORREIMAN reappointing of Iris Colon who will serve as the Mayor's appointee to the Housing Authority for a four-year term. He spoke about the sale of the twenty-three lots that are junk properties and spoke about the increase in tax revenue this would create. Upon MMS&C, by Councilmembers Rios and Sosnowski and PUBLIC DISCUSSION unanimous affirmative vote of the full membership present, the meeting was opened to the public for discussion. Mrs. Gaydos asked if Oakwood Place in West Carteret was approved COMMENTS tonight as one of the streets to be paved. OCTOBER 16, 2003 COMMENTS Mayor Reiman said yes, it was part of the package with the 2003 Road Improvement Program. He spoke about the process with the street paving program. Mrs. Gaydos spoke about the three questions in the Mayor's newsletter and tried to answer them. Mayor Reiman and several of the Councilmembers where trying to answer the questions and several other facts Mrs. Gaydos spoke about. Mrs. Gaydos said Perth Amboy would be doing eleven streets and they would be done by the end of October. Mayor Reiman spoke about the street paving in Carteret anti the way the grants were awarded. Ihs Colon thanked Mayor Reiman for her reappointment to the Housing Authority. PUBLIC There being no further comments or objections, upon MMS&C, by DISCUSSION Councilmembers Rios and Sosnowski and unanimous affirmative vote CLOSED of the full membership present, the public discussion portion of the meeting was closed.
