HomeMy Public PortalAbout089-1984 - ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUNDAPPROPRIATION ORDINANCE 89-1984 AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND. WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public Law 95-512 was approved October 20, 1972. WHEREAS, Section 51.04 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of the Code of Federal Regulations provides as follows: A recipient Government which receives entitlement funds under the Act shall: (c) Provide for the expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues. WHEREAS, pursuant to the said State and Local Fiscal Assistance Act, the proper legal officers of the City of Richmond, Indiana have established a trust fund known as the Federal Revenua Sharing Trust Fund. WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in th=_ annual budget: NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Wayne County, Indiana: SECTION 1. That for the expenses of said municipal corporation, the following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and/or necessary maintenance and operating and certain ordinary and/or necessary capital expenditures, said sum being subject to all laws governing the same. AMOUNT AMOUNT REQUESTED APPROPRIATED FEDERAL REVENUE SHARING TRUST FUND $20,000.00 $20,000.00 These funds are to be appropriated for the following: MOTOR VEHICLE HIGHWAY 4000-Capital Outlay 20,000.00 20,000.00 SECTION 2. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. EXCERPTS OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in the Municipal Building of said City August 20, 1984 at the hour of 7:30 P.M.. Williams Brookbank Hankinson Whitesell Bodiker Lemoine orris Absent: Parker ' The following business was had, to -wit - (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of August 10, 1984and Said notices stated that a public hearing would be held on the day of , by the Common Council to consider additional appropriations as provided for in Ordinance No. 89-1984 , within the City of Richmond, Indiana. The proof of publication and posting of notices were examined and found to be correct and in order. Councilman Whitesell moved the proof of publication and posting of notices be received and ordered filed, seconded by Councilman Hankinson , and on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 89-1984 President Elstro announced that Ordinance No. 89-1984 was on public hearing.
