AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND
WHEREAS, it has been determined that it is now necessary to transfer money
within the fund appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following
additional sums'of money are hereby appropriated and ordered set
apart out of th.' several appropriations, herein named and for the
purposes herein specified, subject to the laws governing the same:

SECTION 2. WHEREAS, it has been shown that certain existing appropriations now
have unobligated balances which will not be needed for the purposes
for which appropriated, it is further ordained that the following
existing appropriations be reduced in the following amounts:

SECTION 3. This Ordinance shall be in full force and effect from and after

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City August 20, 1984
at the hour. of 7:30 P.M. '
Councilman Elstro presided with the following members present:
Messrs. Williams , Brookbank , Hankinson Whitesell
Bodiker Lemoine Morris
Absent: Parker
The following business was had, to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of and
Said notices stated that a public hearing would be held on the day of
, by the Common Council to consider additional appropriations
as provided for in Ordinance No. , within the City of Richmond,
Indiana. The proof of publication and posting of notices were examined and
found to be correct and in order. Councilman moved the proof
of publication and posting of notices be received and ordered filed, seconded
by Councilman , and on voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 93--1984
President Elstro announced Ordinance No. 93-1984 was on public hearing.
After hearing all persons present, Ordinance No. 93-1984 was placed on
final passage or rejection and on a call of the roll the following was recorded:
Ayes: Williams Brookbank _ Hankinson Whitesell
Bodiker , Lemoine Morris Elstro

Absent: Parker ,
The vote being 8 to 0 in favor of passage of Ordinance No. 93.1984 .

There is considerable number of accessory buildings, adjoining alleys,
that are in need of major repair or need to be demolished and cleared
from the premises on which they are located.
These buildings and structures represent:
(1) Blighting influence;
(2) Fire hazard; and,
(3) Haven for pests and rodents.
Therefore, our Department will be instituting a step-up program of
Code enforcement to either cause the removal or repair of these unsafe
buildings and structures.
Our Department will need the support and cooperation of this'Board in
order to facilitate this program.
