Reiman approximately 7:00 P.M. on Thursday, October 2, 2003, Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Councilmember Randy Krum " Susan Naples " Frank Parisi " Ronald Rios " Joseph Sitarz " Brian Sosnowski Also noted present was Borough Attorney, Robert J. Bergen, Esq. pRAYER, PLEDGE The meeting was opened with a moment of Silent Prayer and The OF ALLEGIANCE Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on September 26, 2003, in full compliance with STATEMENT OF the Open Public Meetings Act, a notice of tonight's meeting was sent MEETING NOTICE to The Home News Tribune, The Star-Ledger and posted on the bulletin board. ORDINANCE #03-45 was introduced and adopted on First Reading ORDINANCE # 03-45 and the Clerk authorized and directed to advertise same for Public AMENDING CODE, Hearing to be held on October 16, 2003, upon MMS&C, by SECfION254-41, Councilmembers Rios and Sitarz. Upon individual roll call vote, RE: PARKING IN Councilmembers Kmm, Naples, Parisi, Rios, Sitarz and Sosnowski DESIGNATED SPACES voted in the affirmative. ORDINANCE #03-45 "AN ORDINANCE AMENDING § 254-41, ENTITLED "PARKING IN DESIGNATED SPACES; VIOLATIONS AND PENALTIES", OF CHAPTER 254 ENTITLED VEHICLES AND TRAFFIC OF THE CODE OF THE BOROUGH OF CARTERET" Mayor Reiman explained that this Ordinance was concerning COMMENTS handicapped parking spaces and said the fine for parking in a handicapped parking space was $15.00 and this would allow the Borough to charge a fine up to $250.00. OCTOBER 2, 2003 ORDINANCE # 03-44 A The Clerk stated Ordinance #03-44 A was introduced and passed upon DESIGNATING First Reading at a Regular Meeting of the Borough Council held on OFFICIAL TAX MAP OF September 10, 2003. It was duly published in the Home News Tribune THE BOROUGH OF on September 29, 2003 with notice that it will be considered for final CARTERET passage after Public Hearing to be held on October 2, 2003 at approximately 7:00 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous PUBLIC HEARING affirmative vote of the full membership present, the Mayor declared the Public Heating to be open: HEARING CLOSED There being no comments or objections to the Ordinance, the Mayor declared the Public Heating to be closed, upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the full membership present. Upon MMS&C, by Councilmembers Rios and Sitarz ORDINANCE #03-44 A "DESIGNATING OFFICIAL TAX MAP OF THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Krum, Naples, Parisi, Rios, Sitarz and Sosnowski voted in the affirmative. It was duly published in the Home News Tribune CHAPTER 160 "LAND on September 23, 2003 with notice that it will be considered for final DEVELOPMENT',RE: passage after Public Hearing to be held on October 2,' 2003 at DEVELOPMENT approximately 7:00 P.M. The Ordinance was posted on the bulletin IMPACT FEES board and copies were made available to the general public and according to law, she read the Ordinance by title. OCTOBER 2, 2003 Upon MMS&C, by Councilmembers Rios and Parisi and unanimous PUBLIC HEARING affirmative vote of the full membership present, the Mayor declared the Public Hearing to be open: There being no comments or objections to the Ordinance, the Mayor HEARING CLOSED declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the full membership present. Upon MMS&C, by Councilmembers Rios and Knum ORDINANCE #03-44 "AN ORDINANCE AMENDING & SUPPLEMENTING ARTICLE VI 'FEES' OF CHAPTER 160 'LAND DEVELOPMENT' OF THE CODE OF THE BOROUGH OF CARTERET CREATING A NEW ARTICLE VIA TO BE ENTITLED 'DEVELOPMENT IMPACT FEES'" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Krum, Naples, Parisi, Rios and Sitarz voted in the affirmative. Councilmember Sosnowski abstained. Reiman Advertised as finally adopted: October 10, 2003 A copy of each Resolution was placed on the table for public review MEETING OPENED prior to the meeting in accordance with the Rules of Council and upon PUBLIC INPUT ON MMS&C, by Councilmembers Sitarz and Rios and unanimous Ali'.RESOLUTIONS affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions. COMMENTS Lou Mangieri asked if on Resolution #03-298 it meant that he would be brought up to the other supervisors' salaries or would he stay the same. Mayor Reiman said he would be paid the supervisor's rate, his position is the same salary as the other supervisors in the Parks Department and Streets and Roads. He said earlier in the year when they did the Salary Ordinance, they were all put in the same position because they all do the same function. OCTOBER 2, 2003 COMMENTS Mayor Reiman said number sixteen #03-307 Authorizing Bids for Dump Trucks with Snow Plows will be pulled from the Agenda, it is a duplication of #03-305 Award of Bid- two Chevrolet Pick Up Trucks with Snow Plows. Borough Attorney Robert J. Bergen asked Municipal Clerk Kathleen Barney if she received any other bids for any other vehicles other than these Siverados. Municipal Clerk Barney said she only distributed what Gloria Goodrich gave her on the bid sheet that was the only thing that she had, there was only one on that sheet. Borough Attorney Bergen said whatever that is is what you requested bids on and that is what was received. MEETING There being no further comments or objections to the Resolutions, the CLOSED Mayor declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the full membership present. CONSENT The Borough Clerk asked if any Councilmembers wanted any AGENDA Resolutions to be taken off the Consent Agenda and asked for a motion. Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous affirmative vote of the full membership present, Resolutions #03-295 to #03-306 were approved. Councilmember Naples said the permanent Laborer in the Streets and COMMENTS Roads Department helps her out a lot in Buildings and Grounds which saves the Borough a lot of money. Councilmember Rios said they had to certify Michael Carnevale as Supervisor of Sewers and felt that it should have been done since he has run that department since A1 Biel left and he does a fantastic job. He also commented on appointing Vanessa Simms to full-time Public Safety Telecommunicator Trainee who is a newcomer and does a fantastic job, he wished her well. Councilmember Sitarz said he agreed with Councilmember Rios' comments about Michael Camevale who has done a bang up job and was well deserving of the Supervisor's salary. 4 OCTOBER 2, 2003 RESOLU rlON #03-295-A was introduced by the Mayor and referred RESOLUTION # 03-295-A DIIKECTING THE to the Council for action. OCTOBER 2, 2003 Mayor Reiman congratulated Vanessa Simms who was in attendance COMMENTS and said School Board members should take note that the proper way to authorize bids and award bids is by Resolution. The Clerk stated that she was in receipt of a Communication fi'om the COMMUNICATIONS: BOROUGH OF Borough of Sayreville and the City of Perth Amboy-Resolutions SAYREVIIJ.I~ opposing S-2516, Prohibiting Use of Schools as Polling Places. Upon MMS&C, by Councilmembers Parisi and Sitarz and unanimous affirmative vote of the full membership present, all Communications were ordered to be received and placed on file. Upon MMS&C, by Councilmembers Rios and Sitarz all bills PAYMENT OFBILLS appearing on the prepared list properly audited and signed were ordered to be paid. The Clerk stated that she was in receipt of the following reports: REPORTS DEPARTMENT 1. Clerk's Office-September 2003 Upon unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. BUILDINGS & GROUNDS: Committee Chairperson Naples said they STANDING have moved the Recycling Office downstairs after refurbishing the ODMMI'rI~ES office so they would be ready for the upcoming Leaf Bag Program. She spoke about the saving to the Borough since we had the materials and used in house labor. She said they were painting the gas lines for safety reason and replacing the shrubbery at the Police Headquarters. She said the Buildings and Grounds crew will be working with the Community Service Workers to wrap up various projects before the winter season. OCFOBER 2, 2003 COMMENTS Councilmember Sitarz asked Councilmember Naples if the Community Service Workers would be available to clean the graffiti off the bus shelters. Councilmember Naples said she would put in a request for that. STANDING F1NANCE AND ADMINISTRATION: Committee Chairperson Parisi COMMITH~ES said there is progress with purchasing of new equipment. He congratulated Mr. Carnevale, Mr. Soltys and Ms. Simms and said he felt they would all do a great job. FIRE: Committee Chairperson Sosnowski said Firefighter Bonnet completed training in Nevada and explained. He said the Fire Department has started their fire prevention program in the schools in preparation for Fire Prevention Week. He gave some of the details and said they would also be holding the annual poster contest in October. He invited everyone to Open House at Fire Headquarters on Saturday, October ll, 2003 and gave the details. He reported progress. PARKS .aR,rD RECREATION: Committee Chairperson Krum said the Parks Department is almost finished cutting the trees on Washington Avenue. He said the cedar benches are in for the Waterfront Park. He reported progress. PUBLIC WORKS: Councilmember Sitarz spoke about the bids for the new street sweeper. He said they are getting the equipment ready for the winter. He spoke about the Fire Department getting a-new truck from Pennsylvania and said he would like to have the old track for sanding if the Chief was not going to use it. He reported progress. BOARD OF EDUCATION: Committee Chairperson Naples said she hasn't met with Mr. Cherepski since August and they need to set a date to meet. She said she would like to form a joint committee with liaison members and community members and explained. 10 OCTOBER 2, 2003 POLICEi Committee Chairperson Rios spoke about several training STANDING sessions various Police Officers have attended including Arson COMMITrEES Investigation which was held at the State Academy in Sea Girt; gas mask training which all officers are attending; missing and exploited · · th S children training offered by the State Pohce. He smd October 8 wa the next Crime Prevention Meeting. He spoke about the two bomb threats in the schools yesterday. He spoke about the two police vehicles they wanted to purchase. He said the Police Department was enforcing no loitering in the parks after hours and patrols are giving special attention to the gang activity. He reported progress. PROCLAMATION: Mayor Reiman read the following proclamation: CRIME PREVENTION MONTH "BOROUGH OF CARTERET NATIONAL CRIME PREVENTION MONTH OCTOBER 2003" WHEREAS, the vitality of our town depends on how safe we keep our homes, neighborhoods, schools, workplaces and communities; WHEREAS, crime and fear of crime destroy our trust in others and in civic institutions, threatening the community's health, prosperity and quality of life; WHEREAS, people of all ages must be made aware of what they can do to prevent themselves and their families, neighbors and co-workers from being harmed by crime; WHEREAS, the personal injury, financial loss and community deterioration resulting from crime are intolerable and require investment from the whole community; WHEREAS, crime prevention initiatives must include self-protection and security, but they must go beyond these to promote collaborative efforts to make neighborhoods safer for all ages and to develop positive oppommities for young people; WHEREAS, adults must invest time, resources and policy support in effective prevention and intervention strategies for youth and teens must be engaged in driving crime from their communities; WHEREAS, effective crime prevention programs excel because of partnerships among law enforcement, other govemment agencies, civic groups, schools, faith communities, businesses and individuals as they help to nurse communal responsibility and instill pride; NOW, THEREFORE, I MAYOR DANIEL J. REIMAN, do hereby proclaim October 2003 as Crime Prevention Month in the Borough of Carteret and urge all citizens, government agencies, public and private institutions, and businesses to invest in the power of prevention and work together to make the Borough of Carteret a safer, stronger, more caring community. 11 OCTOBER 2, 2003 PROCLAMATION: Mayor Reiman read the following proclamation: CHRISTOPHER ODLUMBUS DAY "CHRISTOPHER COLUMBUS DAY" WHEREAS, there are many residents of the Borough of Carteret who are of Italian American heritage; and WHEREAS, these residents devote their efforts toward implanting the example of the courage and progressive ideals of Christopher Columbus in the hearts and minds of all our people; and WHEREAS, we must individually dedicate ourselves to these principals as the major bulwark against totalitarianism; and NOW, THEREFORE, I Daniel J. Reiman, Mayor of the Borough, in the County of Middlesex, State of New Jersey do hereby proclaim MONDAY, OCTOBER 13, 2003 as CHRISTOPHER COLUMBUS DAY in the Borough of Carteret and request that all nationalities of this Borough stand with the Italian Citizenry in helping them observe this Patriotic Day of their Compatriot, Christopher Columbus, whose name shall be honored at the Flag Raising Ceremony conducted at the Municipal Building, 61 Cooke Avenue, on Monday, October 13, 2003, at 10:00 A.M. FURTHER, I Daniel J. Reiman, Mayor of the Borough of Carteret, do hereby proclaim MONDAY OCTOBER 13, 2003 be designated as ITALIAN-AMERICAN DAY in the Borough of Carteret and hereby order the Flag of Italy be displayed at the Municipal Building this day in honor of all Italian- Americans who fought and died to save the freedoms of the Un/ted States of America. MAYORREIMAN Mayor Reiman said he met today with Mr. Cherepski and Mr. Mancuso from the School Board regarding the $1.8 million dollar fine. He spoke about the details and said the Borough will join the Board in the fight against the fine. He said he felt very strongly that the prior administrator should have gone to jail. He said he spoke tc the state and gave the details. He said he felt confident they would be able to reduce the f'me and said it was a shame that the School Board members did not do their job at that time and people should have gone to jail. 12 OCI'OBER 2, 20O3 Upon MMS&C, by Councilmembers Sitarz and Rios and unanimous PUBLIC DISCUSSION affirmative vote of the full membership present, the meeting was opened to the public for discussion. COMMENTS Len Scheno said he spoke about trash pick-up at the last meeting and suggested changing the zones, he felt that the Council thought it was about recycling, it wasn't but he felt it would affect the recycling pick- ups anyway. Mayor Reiman said he thought it was about recycling and was suggested either by Mr. Scheno or someone else at the meeting and explained. Mr. Scheno suggested one garbage pick up a week. Mayor Reiman said he would support it but we have four years lett of a five-year contract with the garbage company. He spoke about the tipping fees and the details of the cost. He spoke about the Public Works Committee looking into picking up in a section if they have missed a pick-up due to a holiday. PUBLIC DISCUSSION There being no further comments or objections, upon MMS&C, by CLOSED Councilmembers Rios and Sitarz and unanimous affirmative vote of the full membership present, the public discussion portion of the meeting was closed. RESOLIJrlON # 03-308 RESOLUTION TO GO RESOLUTION #03-308 was introduced by the Mayor and referred to INTO (I,OSED SESSION the Council for action. Upon MMS&C, by Councilmembers Rios and Sitarz RESOLUTION #03-308 "RESOLUTION TO GO INTO CLOSED SESSION" was adopted. Upon individual roll call vote, Councilmembers Krum, ADOPTED Naples, Parisi, Rios, Sitarz and Sosnowski voted in the affirmative. CLOSED SESSION At approximately 7:20 P.M. a closed session was held.
