AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND
[AREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public
Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.04 of Part 51, Chapter I, Subtitle B, Title B, Title 31
of the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the
Act shall:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues.
WHEREAS, pursuant to the said State and Local Fiscal Assistance Act, the
proper legel officers of the City of Richmond, Indiana have
established a trust fund known as the Federal Revenue Sharing
Trust Fund.
WHEREAS, it has been determined that it is now necessary to appropriate
more money that was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond,
Wayne County, Indiana:
SECTION 1. That for the expenses of said municipal corporation, the following
additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain
ordinary and/or necessary maintenance and operating and certain
ordinary and/or necessary capital expenditures, said sum being
subject to all laws governing the same.

its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City September 4, 1984
at the hour of 7:30 P.M. . '
Councilman Elstro presided with the following members present:
Messrs. Williams Brookbank Hankinson Whitesell
Parker Bodiker Lemoine Morris

The following business was had, to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of August 24 1984 and
Said notices stated that a public hearing would be held on the 4th day of
September, 1984 , by the Common Council to consider additional appropriations
as provided for in Ordinance No. 98-1984 , within the City of Richmond,
Indiana. The proof of publication and posting of notices were examined and
found to be correct and in order. Councilman Hankinson moved the proof
of publication and posting of notices be received and ordered filed, seconded
by Councilman Parker and on voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 98-1984 .
President Elstro announced Ordinance No. 98=1984 was on public hearing.
After hearing all persons present, Ordinance No. 98-1984 was placed on
final passage or rejection and on a call of the roll the following was recorded:

Absent: none
The vote being 9 to 0 in favor of passage of Ordinance No. 98-1984.

Notice is hereby given the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.M., on the 4th day of
September , lg 84 , will consider the following add nal

Taxpayers appearing at such meeting shall have .a right to be heard thereon.
The additional appropriations as finally made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At .uch hearing taxpayers
objecting to any of such additional appropriation, may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.

Implementing the Revenue Sharing Handicapped Requirements
Issues
October 17 is the deadline imposed by the U.S.
Office of Revenue Sharing for all revenue sharing
recipients to complete a required self -evaluation of
programs and activities with a view toward making
necessary modifications to permit participation by
handicapped persons.
Determining when and what modifications must
be made is not an easy task and that's why this series
of workshops is being offered. The sessions will
guide you through a logical approach to conducting
the self -evaluation and to determining what actions
a revenue sharing recipient must take.
During these sessions, you'll walk through the
self -evaluation process using a set of specially
designed "assessment tools" that allow you to
conform completely to the revenue sharing require-
ments. Completing the forms will build the necessary
documentation to show your compliance with these
important rules. And, you'll receive an extensive
package of materials that will help you maintain
compliance and protect your revenue sharing
funds.
When you're through with this intensive one -day
program, you'll be fully prepared to complete the
required self -evaluation, to organize a transition plan
for your jurisdiction and to solve further problems in
complying with the revenue sharing handicapped
requirements.
Time is growing shorter. The deadline is approaching.

The $1,100.00 is to.cover travel (airline tickets and hotel) and registration
fees for myself and the Mayor to attend a seminar on "Implementing The Revenue
Sharing Handicapped Requirements"
The City must have a written plan (self -evaluation) by October 17, 1984.
The appropriation is requested out of Revenue Sharing since it is a travel/
schooling costs. See attached information sheet
