WHEREAS, Section 51.04 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of the Code of Federal Regulations provides as follows: A recipient Government which receives entitlement funds under the Act shall: (c) Provide for the expenditure of entitlement funds in accordance with the laws and procedures applicable to the expenditure of its own revenues. WHEREAS, pursuant to the said State and Local Fiscal Assistance Act, the proper legel officers of the City of Richmond, Indiana have established a trust fund known as the Federal Revenue Sharing Trust Fund. WHEREAS, it has been determined that it is now necessary to appropriate more money that was appropriated in the annual budget: NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Wayne County, Indiana: SECTION 1. That for the expenses of said municipal corporation, the following additional sums of money are hereby appropriated and ordered set apart out of the Federal Revenue Sharing Trust Fund for certain ordinary and/or necessary maintenance and operating and certain ordinary and/or necessary capital expenditures, said sum being subject to all laws governing the same. The proof of publication and posting of notices were examined and found to be correct and in order. Councilman Hankinson moved the proof of publication and posting of notices be received and ordered filed, seconded by Councilman Parker and on voice vote the motion was carried. The sessions will guide you through a logical approach to conducting the self -evaluation and to determining what actions a revenue sharing recipient must take. During these sessions, you'll walk through the self -evaluation process using a set of specially designed "assessment tools" that allow you to conform completely to the revenue sharing require- ments. Completing the forms will build the necessary documentation to show your compliance with these important rules. And, you'll receive an extensive package of materials that will help you maintain compliance and protect your revenue sharing funds. When you're through with this intensive one -day program, you'll be fully prepared to complete the required self -evaluation, to organize a transition plan for your jurisdiction and to solve further problems in complying with the revenue sharing handicapped requirements.
