AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public
Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.04 of Part 51, Chapter I, Subtitle B, Title B, Title 31
of the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act
shall:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues.
WHEREAS, pursuant to the said State and Local Fiscal Assistance Act, the proper
legal officers of the City of Richmond, Indiana have established a
trust fund known as the Federal Revenue Sharing Trust Fund.
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE
COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation, the following
additional sums of money are hereby appropriated and ordered set
apart out of the Federal Revenue Sharing Trust Fund for certain
ordinary and/or necessary maintenance and operating and certain
ordinary and/or necessary capital expenditures, said stun being
subject to all laws governing the same.

These funds are to be appropriated for the following:
POLICE DEPARTMENT
3000-Other Services & Charges $1,800.00 $1,800.00
SECTION 2. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the
State of Indiana governing emergency appropriations.

or at such other place as may be designated. AL such hearing taxpayers
objecting to any of such additional appropriations may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.

The Common Council of the City of Richmond, Indiana, met in regular session
In the Council Chambers in the Municipal Building of said City September 17, 1984
at the hour of 7.30 P.M.
Councilman Elstro presided with the following members present: Messrs.
Hankinson ,. Whitesell , Parker , Bodiker ,
Lemoine
Absent: Williams Brookbank Morris
The following business was had to -wit:
(OTHER BUSINESS HAD).
The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of September 7, 1984 and
Said notices stated that a public hearing wou ld on el ttii ay o
September , by the Common Council to consider addition-ai appropria-
ons as proviaR or in Ordinance No. 103-1984 , within the City of
Richmond, Indiana. The proof of publication and posting of notices were
examined and found to be correct and in order. Councilman Whitesell
moved the proof of publication and posting of notices be received and or erect
filed, seconded by Councilman Hankinson , and on voice vote the motion
was carried.

President Elstro announced Ordinance No. 103-1984 was on public hearing.
After hearing all persons present, Ordinance No. 103-1984 was placed on
final passage or rejection and on a call of the roll the fo Towing wes recorded:
