NOVEMBER 21, 1995
A special meeting of the Leesburg Town Council was held on Tuesday, November 21, 1995 at
6:00 p.m., in the Second Floor Councilmember's meeting room, 25 West Market Street. Notice having
been delivered to all Councilmembers priorthereto. The purpose of the meeting was to discuss the Town
Council's process for the Town Plan review. The meeting was called to order by Mayor Clem.

Mr. Tompkins provided a presentation and update report.
It was pointed out that the Planning 'Commission is deadlocked in the discussions of common parking
courts and private streets. There was discussion regarding Route 7 with regard to retail versus
employment uses and eleventh-hour pressure from outlet malls·
The Planning Commission hopes to be through reviewing the document by the end of the year. The
document will then be reproduced in January and forwarded to the Town Council.
It was suggested that four school sites be scheduled as potential community meeting sites. Catoctin
Elementary for the southwest quadrant, Loudoun Country Day for the northwest, Leesburg Elementary
for the northeast and the middle school for the southeast quadrant of town. These community meetings
will be held during the first half of March, followed by a Town Council public hearing.
