HomeMy Public PortalAbout2003/09/25 sEPTEMBER 25, 2003 An Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING Carteret preceding the Regular Meeting of October 2, 2003, was held on September 25, 2003, 7:00 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. pRESENT The following were noted present: Mayor Daniel J. Reiman Councilmember Randy Kmm ,, Susan Naples ,, Frank parisi ,, Ronald Rios ,, Brian Sosnowski Also noted present was Borough Attorney Robert J. Bergen, Esq. NOTED ABSENT Noted absent was Councilmember Joseph Sitarz. STATEMENT OF Statement of Meeting Notice was mailed to The Home News Tribune, MEETING NOTICE the Star Ledger and posted on the bulletin board on September 19, 2003. MINUTES FOR Minutes for Approval- September 4, 2003 APPROVAL Proclamations- a) Crime Prevention PROCLAMATIONS b) Columbus Day To Address the Governing Body: Borough Engineer Donald J. Norbut- TO ADDRESS THE GOVERNING BODY Don Norbut was not present at this meeting. ORDiNANCES: Public Heating- oRDINANCES- 1. #03-44a Designing Official Tax Map of the Borough of Carteret. pUBLIC HEARING 2. #03-44Amending Article VI, "Fees" of Chapter 160 "Land Development", Re: Development Impact Fees. Mayor Reiman explained Ordinance #03-44a, regarding the digital tax maps prepared a few years ago that were approved by the state. SEPTEMBER 25, 2003 RESOLUTIONS: RESOLUTIONS 1. Directing the Issuance of Various Raffle Licenses. 2. Creating Various Handicapped Parking Spaces. COMMUNICATIONS COMMUNICATIONS: 1. Borough of Sayreville- Resolution opposing S-2516, prohibiting use of schools as polling places. PAYMENT OF BILLS: PAYIv~NT OF BILLS List of bills properly audited and signed. REPORTS REPORTS: 1. Clerk's Office-September 2003 Ivl3/i'iliRS FOR MATTERS FOR DISCUSSION: DISCUSSION 1. NJ Department of Personnel-a) Notice of Promotional Exam, Re: PARK Park Maintenance Worker. MAINTENANCE WORKER Mayor Reiman said they would talk about this tomorrow and have recommendations for next week. POLICE OFFICER b) Certificate of Eligibles for Appointment-Police Officer: Date of Disposition: 10/10/03. Councilmember Rios said they want an extension since the list just came out and they are in the middle of interviewing for the position and doing background checks. He recommended that they appoint so that the top ten applicants could attend the January academy. He gave the details. SUPERVISOR OF SEWERS c) Certification of Eligibles for Appointment-Supervisor of Sewers. Mayor Reiman said put the appointment on for the next meeting. S.O.A. # 47 2. S.O.A. #47-Request for hearing. Mayor Reiman directed the Clerk to speak to the Police Committee to get available dates in October from the S.O.A. Councilmember Rios gave the details on this. SEPTEMBER 25, 2003 3. Purchasing Agent- a) Bids received, two (2) Chevrolet Pick Up BIDS, PICK-UP Trucks with Snowplows. TRUCKS Mayor Reiman said he would speak to Gloria and Ted Surick tomorrow. b) Requesting authorization to bid for two (2) cars for the POLICE CARS Police Department. Councilmember Rios explained what was needed and he would check into where the money would come from for these vehicles. BUSINESS TO BE BUSINESS TO BE ADDED: ADDED Councilmember Sosnowski said at the Board of Education meeting, they tabled the truck the Police Department wanted. DISCUSSION Mayor Reiman directed the Clerk to prepare a letter from him. Councilmember Rios said he spoke about the Police Department. Councilmember Parisi said the school did not pass the six-inch sidewalk for the UEZ. Mayor Reiman said they want a handicapped ramp and a new sidewalk on the Louis Street side of the building. Councilmember Sosnowski explained. Councilmember Naples spoke about the position created a few months ago. She said there was a temporary employee that she spoke to Councilmember Sitarz and Tony Neibert about making the man permaner~t. Mayor Reiman said it was for Teddy Soltys and suggested he be made permanent laborer but if they do anything with Maintenance Repairer the job needs to be posted for thirty days. Upon MMS&C, by Councilmembers Sosnowski and Krum and PUBLIC DISCUSSION unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened to the public for discussion. 3 SEPTEMBER 25, 2003 PUBLICDISCUSSION There being no further comments or objections, upon MMS&C, by CLOSED Councilmembers Krum and Rios and unanimous affirmative vote of the five (5) Councilmembers present, the public discussion portion of the meeting was closed. ADJOURNED At approximately 7:11 P.M., upon MMS&C, by Councilmembers Rios and Krum and unanimous affirmative vote of the five (5) Councilmembers present, this meeting was adjourned.
