Executive Department
Greater Emphasis on Economic Development Efforts
for Downtown and Existing Businesses
Leesburg, VA (November 23, 2009) – Town Manager John Wells announced several
staff changes within the Town’s Executive Department today. In order to provide
additional support to the growing efforts to establish a Downtown Management
organization, Karen Jones will transition from her current town-wide role as Business
Retention Coordinator, to a newly created Community Development Coordinator role
focused on the downtown business community.
Stepping in to the Business Retention Coordinator position is Debi Parry, currently the
Deputy Clerk of Council/Management Specialist. Ms. Parry has been with the Town of
Leesburg since 2001. Prior to joining the Town, she worked for the Library of Congress
in Washington DC. She holds an Associate’s Degree from Northern Virginia
Community College and is working towards a Bachelor’s Degree in Public
Administration from George Mason University.
In other staff changes, Wells announced that Kathleen Leidich, Assistant to the Town
Manager, will move to the Department of Planning & Zoning on a temporary basis to
assist with Zoning Enforcement efforts. A certified planner, Ms. Leidich will be filling
duties in the Department of Planning & Zoning until December 2010. Betsy Fields, the
Town’s Research Manager, will assume the role of the Town’s Public Information
Officer, as well as legislative liaison and grants program manager. Ms. Fields’ new title
