AN ORDINANCE TO TRANSFER WITHIN THE PARK FUND
WHEREAS, it has been determined that it is now necessary to transfer money
within the fund appropriated in the annual. budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY
OF RICHMOND, WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of said municipal corporation the following
additional sums of money are hereby appropriated and ordered and
set apart out of the several appropriations herein na m ed and for the
purposes herein specified, subject to the laws governing the same:

SECTION 2. WHEREAS, it has been shown that certain existing appropriations
now have unobligated balances which will not be needed for the
purposes for which appropriated, it is further ordained that the
following existing appropriations be reduced in the following amounts:

SECTION 3. This Ordinance shall be in full force and effect from and after its
passage and approval by the Mayor and is subject to the laws of the

COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Muncipal Building of said City on October 15, 1984 ,
at the hour of 7:30 PM
Councilperson Elstro presided with the following members present:
Councilpersons Williams Brookbank Hankinson , Whitesell ,
Parker Bodiker Lemoine Morris

The following business was had, to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of Richmond,
Indiana on the date of (Public Law 54) Said notice stated that a public
hearing would be held on the day of , 19 , by the
Common Council to consider additional appropriations as provided for in Ordinance No.
, within the City of Richmond, Indiana. The proof of publication was
examined and found to be in order. Councilperson moved the
proof of publication be received anf filed, seconded by Councilperson
and on unanimous voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 125-1984
President Elstro announced Ordinance No.125-1984 was on public hearing.
After hearing all persons present, Ordinance No.125-1984 was placed on final
passage or rejection and on a call of the roll the following was recorded:

SUBJE : Transfer Ordinance No. 125

The reduction in personal services is part of a program to balance
the 1984 budget of the' Park Department. The Park has historically
operated on a cycle in which costs of the current year often weren't
encumbered until the following year. This cycle circumvents the
balance budget process, and distorts the financial history - making
it impossible to tell what it really costs to run the Park for a
year.
At9/30/84,.there wasn't sufficient monies to cover the utility bills
for the Last 3 months of 1984, or basic Park operating supplies. in
addition, there wasn't sufficient Payroll monies available to maintain
the level of employees. Several employees were working full time in
part time positiotIS.L The 1984 part time budget hadn't anticipated
thos employees', therefore a budget deficit would have occured if a
lay-off of the 15 lowest.senority employees hadn't been ordered.
When: the 1985 budget and salary Ordinance were passed, they included
as regular`empl.oyees all individuals employed'52 weeks a year.
The Park operations -have been limited to those of an essential nature
only. A letter has been: sent to all Park vendors informing them of the
crisis. A copy of that letter is attached.-
