FEBRUARY 21, 1996
A special meeting of the Leesburg Town Council and Board of Architectural Review was held
on Wednesday, February 21, 1996 at 7:30 p.m., in the Council Chambers, 25 West Market Street. Notice
having been delivered to all Councilmembers and BAR members priorthereto. The purpose of the
meeting was to discuss sign violations in downtown Leesburg. The meeting was called to order by Mayor
Clem.

Discussion was held regarding sandwich board signs, flags, preserving esthetics and policing.
MOTION
A motion was made by Ms. Emswiller to form a sign committee and report back to the Council in
approximately four weeks.
A committee was formed to include Town Councilmember Jewell Emswiller, LEDC member Charles
Fincher, downtown business owner Laura Saunders, BAR member Richard Forbes, Garden Club member
June Hambrick, Planning Commissioner Mervin Jackson and Planner Kristie Lalire.
The sign committee should focus on the current town ordinance, sandwich sign boards and flags, uniform
flag holders, focus on the H-1 District, short term solutions.
On motion of and duly seconded the meeting was adjourned.
