HomeMy Public PortalAbout04/05/1988 Board of Appeals CCM'The Council of the City of Medina met as the Board of Review for 1988 property tax values. Present: Mayor, Thomas Anderson; Councilmembers, Robert Mitchell Anne Theis, Stephen Schmit, Wilfred Scherer; Clerk -Treasurer, Donna Roehl; City Assessors, Rolf Erickson, Anne Risch; Hennepin County Assessor, Robert Hanscom Rolf Erickson explained that property values in the southeastern part of the city had increased a great deal; properties they had not reviewed had increased by 4/; no increase in agricultural property. Thomas Anderson explained that anyone not satisfied with the results of this meeting could go to the Hennepin County Board of Review. Robert Hanscom explained that an appointment should be made with the County Review Board. Charles Pangier, 4605 Fern St.; stated that the value on his rental house had increased $9000 in 2 years, to $80,900, while he has had an offer to purchase for $69,900. He stated that problems in the neighborhood and the poor quality of the water had detered the sale. Rolf Erickson stated that he believed that the house is worth the value they have listed. Anne Theis asked if adjacent properties have an impact on property values. Thomas Anderson stated that neighborhood problems may impact the sale of a house. Moved by Mitchell, seconded by Scherer to let value on Pangier property to remain at $80,900. Motion declared carried Terry Kingston, 1950 Meadowwoods Tr.; stated that his property was valued at $349,600. He presented comparables with other cities and requested that his value be reduced to $295,362, based on those comparables. Rolf Erickson stated that a house in Northridge Farms had been appraised at $450,000 and had sold for more than $500,000. Terry Kingstonpresented a ratio study. Moved by Scherer, seconded by Theis to let value on Kingston property at $349,600. Robert Mitchell left the meeting at 7:10 P..M. Tony Kost, 4650 Fern St.; stated that the property value is $95,100 which is $10,000 more than what he could get for it if it were sold. He stated that two houses of less quality were constructed nearby which would not increase the value of his house. Moved by Scherer, seconded by Theis to let value on Kost property at $95,100. Motion declared carried Wayne Neddermeyer, owner of 6 2/3 acres northwest of Medina Morningside, stated that his property cannot be subdivided without sewer, to access the property, one must drive through the Medina Morningside subdivision and there is a high voltage power line easement through the property. He stated that the property was not worth $32,400 as a single building site Rolf Erickson stated that very few sited in Medina have sold for less than $30,000. Moved by Scherer, seconded by Theis to reduce the value on Parcel 28-118- 23 12 0005 to $27,000. Motion declared carried Lee Greenslit, 2314 Hickory Dr.; stated that he had overlooked the 1987 value of his property that had risen to $167,000and now the 1988 value had increased to $168,100. He requested that valuation be decreased to $149,600, the value placed on in in 1986. He stated that a nearby house on 14 acres ( 2 lots) had sold for $186,000. Moved by Schmit, seconded by Scherer to let the value on the Greenslit property at $168,100. Motion declared carried 0 3 J Louise Jung, owner of 45 acres east of Tomahawk Tr., north of Hamel Rd. Her grandson stated that the property had been appraised for $60,000 to $70,000, two years ago and cannot be sold as it is across the road from Woodlake Landfill. Anne Risch stated that taxes are being paid on Green acres value of $33,000 but she would be willing to reduce to $25,000. Moved by Theis, seconded by Scherer to let value on Jung property, (08-118 23 13 0001) at $119,300. Motion declared carried Gerald Knight, 1745 Meadowwoods Tr.; stated that value of his house is $361,300, land is valued at $60,000. He stated that he was not objecting to the value of the land but asked that the value of the house be reduced. He stated that a nearby property with a barn had sold for $460,000. Moved by Schmit, seconded by Scherer to reduce the value on the Knight property to $411,000. Motion declared carried Anne Risch presented information on behalf of Jim Tracy, 2765 Co. Rd. 19 valued at $116,400. She stated that she would be willing to reduce the value to $110,300. Moved by Theis, seconded by Scherer to reduce the value of the Tracy property to $110,300. Motion declared carried Anne Risch presented information on Northridge Farms Lot 6, Block 1, owned by Erwin Geigle, which she stated had a valuation of $57,100. Moved by Scherer, seconded by Theis to let value of Geigle property, 24-118-23 43 0004 at $57,100. Motion declared carried Rolf Erickson stated that Ray Jacques, 1121 Cherokee Rd., wishes to appear before the Hennepin County Board. He stated that property is valued at $244,400 and he recommended that it remain at that value. Moved by Theis, seconded by Scherer to let the value of the Jacques property at $244,400. Motion declared carried Rolf Erickson presented information on the Neil Wolf property, 3390 Elm Creek dr. He stated that value is $88,000 and Mr. Wolf has asked for an $80,000 value. Moved by Scherer, seconded by Theis to reduce the valuation on the Wolf property to $81,000. Motion declared carried Moved by Theis, seconded by Scherer to adjourn the Board of Review meeting.
