HomeMy Public PortalAbout135-1984 - ORDINANCE TO TRANSFER WITHIN THE MOTOR VEHICLE HIGHWAY FUNDTRANSFER ORDINANCE NO. 135- 1984 AN ORDINANCE TO TRANSFER WITHIN THE MOROR VEHICLE HIGHWAY FUND WHEREAS, it has been determined that it is now necessary to transfer money within the fund appropriated in the annual budget: NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA: SECTION 1. That for the expenses of said municipal corporation the following additional sums of money are hereby appropriated and ordered set apart out of the several appropriations herein named and for the purposes herein specified, subject to the laws governing the same: AMOUNT AMOUNT REQUESTED APPROPRIATED MVH FUND 3000 - Other Services & Charges $ 20,000.00 $ 20,000.00 SECTION 2. WHEREAS, it has been shown that certain existing appropriations now have unobligated balances which will not be needed for the purposes for which appropriated, it is further ordained that the following existing appropriations be reduced in the following amounts: AMOUNT AMOUNT REQUESTED REDUCED MVH FUND 1000 - Personal Services $ 20,000.00 $ 20,000.00 SECTION 3. This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana. Maness, City Controller SUB=: Transfer Ordinance No. 135-1984 - Motor.Vehicle Highway COPY m: File LR&S funds were used to pay the direct payroll costs associated with paving,'thus freeing up MW funds previously appropriated for payroll. In addition attrition of personnel has acctunulated savings in regular salaries. These savings are needed to cover the last 3 months of RB&L, sewer and gas costs, plus enable the department to acquire one "dump" of salt in anticipation of winter weather. The'RB&L costs charged to MW thru 9/30/84 included the costs of electricity to traffic lights which should've been charged to Board of Works, The Board of Work's budget is insufficient to afford a reimbursement to MOH in 1984 to restore.MYH's depleted electric budget. 1: 11 calt,61... EXCERPTS OF THE MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA The Common Council of the City of Richmond, Indiana, met in regular session in the Council Chambers in the Muncipal Building of said City on November 19, 1984 at the hour of 7:30 P.M. Councilperson Elstro presided with the following members present: Councilpersons Williams , $rookbank Hankinson , Whitesell Parker , Bodiker Morris Absent: Lemoine I' The following business was had, to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication. of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana on the date of Public Law 54 Said notice stated that a public hearing would be held on the djay of , 19_, by the Common Council to consider additional appropriations as provided for in Ordinance No. , within the City of Richmond, Indiana. The proof of publication was examined and found to be in order. Councilperson moved the proof of publication be received anf filed, seconded by Councilperson and on unanimous voice vote the motion was carried. The Clerk read on second reading Ordinance No. 135-1984 President Elstro announced Ordinance No. 135-1984 was on public hearing. After hearing all persons present, Ordinance No. - 135-1984 was placed on final passage or rejection and on a call of the roll the following was recorded: Ayes: Williams Brookbank Hankinson , Whitesell y Parker Bodiker Lemoine Elstro _ _, Noes: None , Absent: Lemoine ' The vote being 8 to 0 in favor of passage of Ordinance No. 135-1984• (OTHER BUSINESS HAD) There being no further business on a motion duly made, seconded and passed, the meeting was adjourned. /s/ Howard J. Elstro President of Common Council ATTEST: Mary Merchanthouse City Clerk (IIA) TRANSFER OF FUNDS CERTIFICATE I, the proper legal officer of the City of Richmond, Wayne County, Indiana, hereby certify to the Auditor of Wayne County that the Common Council Transferred $ 20,000.00 i From 1000 - Personal Services (Major Budget Classification) To 3000 - Other Services & Charges (Major Budget Classification) Within Motor Vehicle Highway Fund (Department or Office) and that such transfer does not necessitate expenditures of more money than was set out in detail in the budget as finally approved by the State Board of Tax Commissioners.
