AN ORDINANCE TO APPROPRIATE. FROM THE LOCAL ROAD & STREET FUND.
WHEREAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate
more money for the various functions of the City Government than was
appropriated in the annual budget.
NOK THEREFORE BE IT ORDAINED BY TILE COMMON COUNCIL OF THE CI`1Y OF RICHMOND,
INDIANA,
SECTION 1. That for the expenses of the City Government and its institutions
for the year ending December 31, 1980, the following amount of money is hereby
appropriated and set apart out of the fund named and for the purpose specified.
Said sum being subject to the law governing the same. Such amount appropriated
shall be held to include all expenditures to be made during the year unless
expressly stipulated by law.
SECTION 2. That for the said fiscal period there is hereby appropriated from
the Local Road & Street Fund the following specified amount to meet the
extraordinary emergency hereby declared to exist:

These funds are to be appropriated for the following:
The Repair of Sim Hodgin Parkway and embankment
SECTION 3. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws of the State
of Indiana governing emergency appropriations.

Indiana, that the proper legal officers of said Municipal Corporation at

Taxpayers appearina at such meting shall have a right to be heard thereon.
The additional appropriations as finolly made will be referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriatinns may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.

The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City January 21, 1980
at the hour of 7:30 p.m.
Councilman Paust presided with the following members present:
Messrs. Elstro Williams , Hankinson ,
Welch Dills Carter ,
Absent: Ahaus Parker
The following business was had to --wit:

The Clerk presented proof of publication of Notice to Taxpayersprinted in the
Richmond Palladium Item, a newspaper c-f general circulation in the City of
Richmond, Indiana, on the dates cf January 9 and January'16
Said notices stated that a public hearing would be field on the 21st day of
January 1980 by the Comon Council to consider additional appropria-
tions as provided for in Ordinance No. 4-1980 , within the City of
Richmond, Indiana. 11ie proof of publication and posting of notices were examined
and found to he correct and in order. Councilman Mills moved the
proof.of publication and posting of notices be received and ordered filed,
seconded by Councilman_ __ Welch and on voice vote the motion was
carried.

After hcarirng all persons present, Ordinance Nu. 4-1980 was placed on
finial passage or rejection and on a call of the roll the following was recorded:

Dear Mr. Faust, Members of Common Council and Mrs. Trimble:
T�n reply, to your questions of 7 January 1980, the following
4p, current cost; data for the subject project:
1. The present $30,000 is to cover change orders of $18,940,
engineering costs of $7,035 and closeout costs.
2. The base construction bids for this work were:
a. Cain lakes Gravel $68,692
b. C. A. I€ahl Inc. $90,542
c. A&D Excavating $98,736
3, Of the four (4) change orders, most of the cost ($12,9821
was for added fill material, above the estimated amount.
In all cases, any contractor would have had the same change
orders and those contractors with higher bids would have
had higher cost since the total cost is based on unit
prices with the base bid being the total of the unit prices
times the estimated quantities.
It must be pointed out that this project was done under emer-
gency conditions and under very adverse conditions (poor site).
The contractor has completed all work except for the asphalt
overlay.
