HomeMy Public PortalAbout1996_09_04SPECIAL MEETING MINUTES SEPTEMBER 4, 1996 A special meeting of the Leesburg Town Council was held on Wednesday, September 4, 1996 at 4:30 p.m., in the Lower Level meeting room, 25 West Market Street. Notice having been delivered to all Councilmembers priorthereto. The purpose of the meeting was to discuss the proposed Comprehensive Town Plan and to conduct the Personnel Committee meeting. The meeting was called to order by Mayor Clem. ROLL CALL Councilmembers present J. Frank Buttery, Jr. Jewell M. Emswiller Joseph R. Trocino Kristen C. Umstattd B. J. Webb William F. Webb Mayor James E. Clem Staff members present Town Manager Steven C. Brown Deputy Town Attorney Deborah Welsh Discussion was held regarding the proposed Comprehensive Town Plan. The next meeting on the Town Plan will be held on September 11, 1996 at 4:30 p.m., in the lower level meeting room. PERSONNEL COMMITTEE MEETING MINUTES OF SEPTEMBER 4, 1996 A meeting of the Personnel Committee of the Leesburg Town Council was held on Wednesday, September 4, 1996 at 6:00 p.m., in the lower level meeting room, 25 West Market Street, Leesburg, Virginia. The meeting was called to order by Chairperson B. J. Webb. Committee members present James E. Clem Kristen C. Umstattd B. J. Webb, Chair Also present were Councilmembers: Jewell Emswiller and Joseph Trocino Staff members present Town Manager Steven C. Brown Deputy Town Manager Gary A. Huff AGENDA ITEMS 1. APPROVAL OF MINUTES - the minutes of August 6, 1996 were approved unanimously. 2. ETHICS POLICY - Ms. Webb distributed an outline of an Ethics Policy which was thoroughly discussed. It was discussed that each councilmember disclose meetings and events with parties having business before the town. Ms. Webb assigned Council correspondence to Ms. Umstattd to draft a policy on written correspondence and oral communication for the Town Council. Mr. Brown was asked to obtain an opinion from Deputy Town Attorney Deborah Welsh regarding campaign donations.
