AMENDED ORDINANCE NO. 8 - 1980
AN ORDINANCE ESTABLISHING A MEW SCHEDULE OF
RATES FOR SERVICE RENDERED BY RICIM10 POWER
AND LIGHT, THE MUNICIPAL ELECTRIC UTILITY
SYSTEM OF THE CITY OF RICHMOND, INDIANA
AND MATTERS RELATED 'THERETO.
WHEREAS, the. City of Richmond is the owner of and engaged in operating
an electric utility system supplying said City and the inhah--
itamts thereof with electricity for public, domestic and
industrial uses under the style of Richmond Power and Light
(R.P.& L.); and,
WHEREAS, it has come to the attention of the Common Council of the City
of Richmond that R.P.& L. is currently operating at a loss;
that R.P.& L. has not increased its general rates other than
by fuel cost adjustments and wholesale power cost tracking
applications since R.P.& L.'s last rate case filed with the
Public service Commission of Indiana on March 14, 1975; and
that R.P.& L. like all industry and governmental operations,
has been subjected to inflation which has had a tremendous
impact in eroding R.P.& L.'s earnings to their present deficit
status; and
WHEREAS, Council has been advised that R.P.& L. is faced with a need
for funds to comply with orders of the Environmental Pro-
tection Agency and for additions to utility plant resulting
from increased demands upon R.P.& L. due to both increased
usage by R.P.& L.'s customers and growth of the community.
Funds will not be available to R.P.& L. unless rates for
service are increased. Consultants employed by R.P.& L.
and the management of R.P.& L. has advised Council that an
increase in service rates is necessary for R.P.& L. to..
continue rendering quality utility service to the City of
Richmond and its Citizens; and that the present rates must be
increased in the amount of seventeen percent (17%) uniformly
in all rate classes in an across-the-board manner in order for
the revenues realized by R.P.& L. to be sufficient and to meet
the criteria established by the applicable statute, IC B-1-2-96.
IOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond
as follows:
SECTION i. That there shall be and there is hereby established for
the use of and the service rendered by the electric utility
system of the City of Rirtmiond, Indiana known as Richmond Power
and Light a new schedule of rates increasingall
rates seventeen percent (1)%) as set forth in Exhibit
attached hereto and made a part hereof.
SECTION 2. All ordinances and parts of ordinances in conflict herewith
are hereby repealed; provided however, that Lhe existing
schedule of electric rates shall remain in full force and
effect until the schedule of rates fixed by this ordinance
shall be approved by the Public Service Commission of Indiana
and further until such time as the orders of said Commission
approving said new rates shall direct.
SECTION 3. This ordinance shall be in full force and effect from and
after its passage_
