WHEREAS, the Zoning Map which is part of Ordinance No. 2325-1968 desig- nates and describes as M-1 Light Industrial District, the.pro- perty located at North 5th and "D" Streets in the City of Richmond, Indiana; and, WHEREAS, it is the intent and purpose hereof to change the zoning classi- fication of property located at North 5th and "D" Streets from M-1 Light Industrial District to C-4 General Business District; and, WHEREAS, a study of this Ordinance was conducted the Ridmond City Plan Couiission the �C� f4 day of 1950, at which time remonstrances were heard trom all part' s interested in.or affected by this Ordinance. NOW THEFUZORE BE IT ORDAINED by the Common Council of the City of Rich- mond, Indiana, as follows: SEUTION 1. That the zoning classification of the property described below be, and the same is hereby changed to C-4 General Business Dis- trict, and that said property be regulated in accordance with the Zaning Ordinnnae of the City of Riclmmci, Indiana and all agents thereto. Lots Numbered 37, 38, 39 and 40 in Jessee Iden's addition to the City of Riebumd, Indiana SECTION 2. This Ordinance shall be in full force and effect from and after its passage and approval as by law required. GOODWIN PIANMNG 07PB4;7DR The Ri.chnond City Plan Commission conducted a public hearing an Tuesday, February 26, 1980, on the petition of the Central Bank & Trust, Muncie, Indiana; Claude Jenkins, Agent, requesing a re- zoning from 14--1 Light industrial District to C--4 General Business District on property located on the southeast corner of North 5th and North "D" Streets for a proposed used car lot. Seven (7) notices of public hearing were sent to adjoining pro- perty owners with none returned. No cme spoke in opposition to the :request at the public hearing. The Plan Conmi-ssion determined that the -predominate land use ad- joining the site ,end in the general area mnmx n ding the site could be properly placed in the C-4 District. The change in zoning vnuld be compatible with existing land use and would not tam adjoining property values.
