Suggested Action: Attachments: 11-20-2018 Plan Commission Minutes.pdf 3 Plan Commission Record of Minutes Date: November 20, 2018 Location: Village Hall CALL TO ORDER, PLEDGE, & ROLL CALL Chairman Kiefer called the Plan Commission meeting to order at 7:00 p.m. and led the pledge to the flag. ROLL CALL: Commissioners Heinen (7:04 p.m.), Minnis, Renzi, Ruane and Chairman Kiefer were present. Commissioners Seggebruch and Womack were absent. Plainfield Fire Protection District was present. Plainfield Public Library District, Plainfield Township Park District and Plainfield Community Consolidated School District 202 were absent. OTHERS PRESENT: Jonathan Proulx, Director of Planning APPROVAL OF MINUTES The minutes of the Plan Commission dated November 6, 2018 were approved as amended. PUBLIC COMMENTS Chairman Kiefer swore in Mike Boyda. Mr. Boyda asked if the Avid Hotel application was withdrawn. Chairman Kiefer stated the hotel case will be addressed in the Development Report. Mr. Boyda thanked staff and the commissioners for their time and quick responses to emails and phone calls. DEVELOPMENT REPORT Mr. Proulx introduced the new Plan Commissioner, Tom Ruane. Mr. Proulx provided an update on the following cases: Joliet Boundary Agreements, RCCG Cornerstone Assembly, The Lux Barber Shop, and Sixteen30. Mr. Proulx stated that the Greenbriar development will be presented at the November 26th Committee of the Whole meeting. Mr. Proulx stated that there have been two projects that have been withdrawn Avid Hotel and True North Shell Station. Commissioner Heinen asked why the hotel withdraw. Mr. Proulx explained his understanding on why the applicant withdrew, which included difficulty with building height and IDOT road access. OLD BUSINESS Case No. 1824-101718.TA FEMA Firm Map Update Village of Plainfield Mr. Proulx stated Village staff has initiated this proposed amendment to the Village of Plainfield Code of Ordinances to adopt the 2019 flood hazard determinations (FHD’s), flood insurance rate map (FIRM), and Flood Insurance Study (FIS), issued by the Federal Emergency Management Agency (FEMA) for Will County, Illinois. FEMA provided notification to the Village of Plainfield that the new FHD’s, FIRM, and FIS will become effective as of February 15, 2019. Staff is also taking this opportunity to include a definition for “Substantial Damage”, which is a term used in regulating and permitting repairs to structures located within special flood hazard areas but has not previously been defined in the ordinance. Mr. Proulx reviewed the staff report dated November 16, 2018. Mr. Proulx stated The Village of Plainfield is required to adopt the new FEMA FHD’s, FIRM and FIS in order to remain eligible to continue to participate in the National Flood Insurance Program (NFIP). Chairman Kiefer asked for public comment and there was no response. Commissioner Renzi asked who determined the Substantial Damage definition. Mr. Proulx stated FEMA and explained that it limits FEMA exposure. 4 Plan Commission Minutes November 20, 2018 Page 2 of 3 2 Commissioner Heinen stated that residents whose property that is adjacent to water may be affected by the changes to the Flood Plain Maps. Commissioner Minnis made a motion to recommend approval of the proposed text amendments to the Village of Plainfield Subdivision Code, Chapter 7, Article II, Division 9, Section 7-181, as outlined in the staff report. Seconded by Commissioner Heinen. Vote by roll call: Renzi, yes; Ruane, yes; Heinen, yes; Minnis, yes; Kiefer, yes. Motion carried 5-0. Case No. 1818-083118.SU 26500 W. Simons Road (Willowgate Farm) Oswegoland Park District Mr. Proulx stated the applicant, the Oswegoland Park District, is seeking approval of a special use for a park & recreation site known as Willowgate Farm. A recreation facility (indoor and outdoor) is permitted by special use in the R-1 Single-Family Zoning District. The Oswegoland Park District has approved a master plan for Willowgate Farm that includes an overall vision, goals, and design for the site. Mr. Proulx reviewed that findings of fact in the staff report dated November 15, 2018. Mr. Proulx stated staff believes the proposed findings of fact have been demonstrated to support recommendation of approval for the special use permit for the proposed recreation facility. The Willowgate Farm recreational park facility will provide the public with a unique opportunity to preserve local history while learning about agriculture, sustainability, and cultural arts. Based on the foregoing analysis, prior to direction from the Plan Commission, staff recommends approval. Chairman Kiefer swore in Chad Feldoto, Director of Planning, Oswegoland Park District. Mr. Feldoto explained how the park district acquired the land and the vision the land owner and park district has for the park. Chairman Kiefer asked for public comment and there was no response. Commissioner Ruane asked if the park district intends to host large events, such as weddings or concert and if so will the special use allow those events. Mr. Proulx explained that by approving the special use, the Village is supporting the park district’s master plan for the park and recreation site. Mr. Proulx stated the park district would have the ability to determine how the site is used but the park district will need to operate inside the Village Ordinances. Mr. Feldoto stated the new building would have a capacity of about 200 people and the amphitheater will be used by their theatre program. Mr. Feldoto explained the park district stated at this time events will be held during the day. Commissioner Ruane complemented the park district on the proposal, thanked the Stewart Family for the land donation and stated his concerns with the secondary access and any impact on the adjacent neighborhood with noise from special events. Commissioner Renzi appreciated the copy of the Park Districts Master Plan. Commissioner Renzi stated he would like to see the Park District have events, such as weddings, that generate funds to help offsite taxes and improvements to the property. Commissioner Renzi suggested the Park District detail the following with their future site plan: hours of operation, number of people using property, sound control, parking and lighting. Mr. Feldoto stated all the details will be sorted out at the time of Site Plan Review. Mr. Feldoto explained the possible grant opportunity for the park district. Commissioner Renzi reminded the park district to take into consideration the recent changes to the state law for handicap parking. Mr. Feldoto stated the focus of this plan is a pedestrian experience as well. Commissioner Minnis stated he also appreciated receiving the master plan. Commissioner Minnis clarified that the HPC was involved in the planning process so that the character of the property is 5 Plan Commission Minutes November 20, 2018 Page 3 of 3 3 maintained. Mr. Feldoto confirmed that Suzanne Derrick, HPC Commissioner, was part of the park district’s committee for the project. Commissioner Minnis stated an amphitheater and multi-purpose building would be a great additions, but the commission will have to consider the affects on the adjacent residences during site plan review. Commissioner Minnis voiced concern about the secondary access into the neighborhood. Commissioner Heinen agreed with the commissioner’s comments regarding the secondary access point and stated the plan in fantastic. Commissioner Renzi made a motion to adopt the findings of fact of staff as the findings of fact of the Plan Commission and, furthermore, recommend approval of the special use for the park district facility known as Willowgate Farm located at 26500 Simons Road, subject to the following two (2) stipulations: 1. Compliance with the requirements of the Village Engineer; and 2. Compliance with the requirements of the Oswego Fire Protection District. Seconded by Commissioner Minnis. Vote by roll call: Heinen, yes; Ruane, yes; Minnis, yes; Renzi, yes; Kiefer, yes. Motion carried 5-0. NEW BUSINESS Case No. 1822-102218.SU.SPR 24522 W. Lockport St. Lindsay Lyden (True North Shell Gas Station) Applicant has withdrawn their application. No action taken. DISCUSSION Chairman Kiefer welcomed Tom Ruane to the Plan Commission. Commissioner Ruane thanked the Mayor and the Village Board for appointing him to the Plan Commission. Chairman Kiefer read the reminders.
