OCTOBER 24, 1996
A special meeting of the Leesburg Town Council was held on Thursday, October 24, 1996 at 8:30
a.m., in the Lower Level Meeting Room of the Municipal Government Center, 25 West Market Street.
Notice having been delivered to all Councilmembers priorthereto. The purpose of the meeting was to
conduct a worksession of the Council. The meeting was called to order by Mayor Clem.

MOTION:
On motion of Mr. Trocino, seconded by Ms. Emswiller, a ',cnnis pavilion and garden will be funded
through the Peal Estate donation. The plans tbr these projects will be forwarded to the Town Council
for consideration and review.

MOTION:
On motion of Mr. Webb, seconded by Mr. Buttery, the following resolution was proposed and adopted
by a vote of 6-0-1.
96-232 - RESOLUTION - AWARDING A CONTRACT FOR CONSTRUCTION OF THE PUBLIC
SAFETY CENTER
WHEREAS, thc FY97 Budgct provides funding for construction of a Public Safety Center in
which to headquarter thc Lcesburg Police Department; and
WHEREAS, scalcd bids for construction of the Public Safety Center were received from ten
bidders on October 8, 1996: and
WHEREAS, thc bids were evaluated pursuant to the terms of the bid documents and the town
Purchasing Policy; and
WHEREAS, Dustin Construction, Inc. submitted the lowest responsive bid in the amount of
$4,534,000, and was determined to bc sut'ficiently responsible to be awarded a contract; and
WHEREAS, thc bid submittcd by Dustin Construction, Inc. provided a Base Bid and Alternates
1 through 4; and
WHEREAS, it is the desire of Council to construct all the designed elements of the Public Safety
Center during initial construction.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
The Town Manger is hereby authorized to execute a contract with Dustin Construction, Inc. for
construction of the Public Safety Center in the amount of the Base Bid and Alternates 1 through 4 for
the total lump sum bid of $4,534,000.
REVISION OF IDA LEE PARK MASTER PLAN
Discussions were held regarding the Ida Lee Park Master Plan. Staff will prepare a memo addressing
the Council's concerns expressed during the discussions.
PROPOSED COMPREHENSIVE TOWN PLAN
Discussions were held regarding the proposed town plan.
