NOVEMBER 19, 1996
A special meeting of the Leesburg Town Council was held on Tuesday, November 19, 1996 after
the Finance Committee meeting in the Lower Level Meeting Room of the Municipal Government
Center, 25 West Market Street. Notice having been delivered to all Councilmembers priorthereto. The
purposes of this meeting were to consider a performance guarantee for Kincaid Forest, to hear a
presentation by VDOT representatives regarding the Local Traffic Study and to discuss the proposed
Comprehensive Town Plan. The meeting was called to order by Mayor Clem.

MOTION:
On motion of and duly sccondcd the tbllowing resolution was proposed and adopted.
96-245 RESOLUTION AUTHORIZING AN AGREEMENT AND APPROVING A
PERFORMANCE GUARANTEE AND WATER AND SEWER EXTENSION PERMITS FOR
KINCAID FOREST SUBDIVISION SECTION 10B
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The manager shall execute the contract for public improvements for the
improvements shown on the plans approved by the Director of Engineering and Public Works for Kincaid
Forest Section 10B.
SECTION !1. The extension of municipal water and sewer for Kincaid Forest Section 10B is
approvcd in accordancc with Scctions 15-9 and 19-18 of the Town Code.
SECTION II1. The corporate surety bond in a form approved by the town attorney from the
American Motorist Insurancc Company in the amount of $464,539.90 is approved by the Director of
Engineering and Public Works for Kincaid Forest Section 10B.

Aye: Councilmembers Buttery, Emswiller, Umstattd, B. J. Webb, Wm. F. Webb and Mayor Clem.
Nay: None
Abstain: Councilmember Trocino
A representative of the Virginia Department of Transporation (VDOT) was present and provided a
presentation on the town's Local Traffic Study.
Discussion was held on the proposed Comprehensive Town Plan.
