A special meeting of the Leesburg Town Council was held on March 5, 1997 at 4:30 p.m., in the Lower
Level meeting room in the Municipal Government Center, 25 West Market Street, Leesburg, Virginia.
Notice having been delivered to all members of the Leesburg Town Council, priorthereto. The purpose of
the meeting was to discuss the Chelsea Outlet Mall application and a performance guarantee for Old
Waterford Knoll Section 2B. The meeting was called to order by Mayor Clem.

Discussion was held on the Chelsea application. No action was taken.
Mr. Mason provided a breif staff report on the Old Waterford Knoll Section 2B performance bond request.
MOTION:
On motion of, and duly seconded, the following motion was made.
97-53 - RESOLUTION - AUTHORIZING AN AGREEMENT AND APPROVING A
PERFORMANCE GUARANTEE AND WATER AND SEWER EXTENSION PERMITS FOR
OLD WATERFORD KNOLL SECTION 2B
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The manager shall execute the contract for public improvements for the
improvements shown on the plans approved by the Director of Engineering and Public Works for Old
Waterford Knoll Section 2B.
SECTION II. The extension of municipal water and sewer for Old Waterford Knoll Section
2B is approved in accordance with Sections 15-9 and 19-18 of the Town Code.
SECTION III. The corporate surety bond in a form approved by the town attorney from the
U.S. Fidelity and Guaranty Company in the amount of $252,234.13 is approved as security to guarantee
installation of the public improvements shown on plans approved by the Director of Engineering and
Public Works for Old Waterford Knoll Section 2B.

Aye: Councilmembers Buttery, Trocino, B. J. Webb, William F. Webb and Mayor Clem
Nay: None.
Absent: Councilmembers Emswiller and Umstattd
