RICHIDND, IMIANA.
WiME95, Article 20.023 of Chapter 22 of the Municipal Code allows a
non-cuaTercial club by Special Use authorization as provided
in Article 48 of said Chapter; and,
WHEREAS, a notice was given and a public hearing on this Ordinance was
conducted by the Richmond City Plan Cb mu.ssion the
day of / , 1980, at which time remon-
strances were earz� d from all parties interested in or affbcted
by this Ordinance; and,

NOW THEU70RE BE IT OMTNM by the Oorunon council of the City of Rich-
mond, Indiana, as follows:
SECTION 1. As provided in Article 20.023 of Chapter 22 of the Mm;cipal
Code, the following described use of the follaaing described
real estate is allowed as a Special Use for a non-commercial
club for the purpose of establishing an indoor shooting range
at 2601 Straightline Pike, maore particularly described; to wit:
Being a part of the northwest quarter of Section.
sixteen (16) Township thirteen (13) north, Range
one (1) west, in Wayne Township, Wayne County.,
Indiana, and being more particularly described
as follows:
Beginning at a point in the west line of the north-
west darter of said Section sixteen. (16) and the
centerline of the Straightline Pike, said point
being one htnzdred sixty-nine and twenty-six hundredths
(169.26) feet north of the southwest corner of said
northwest quarter, and running thence, from said
beginning point, north, along said west line and
said centerline, six hundred forty-six and fifty
hundredths (646,50) feet to the point of inter-
section of said line wLth the centerline of Grimes
Road; thence north eighty-nine (89) degrees and
four (04) minutes east, along the centerline of
said Grimes Road, six hundred and sixty-five trrm-
dredths (600.65) feet; thence south two (02) degrees
and six (06) minutes Past, six hundred fifty-two and
nine hundredths (652.09) feet; thence south eighty-
nine (89) degrees and thirty-one (31) minutes west,
six hundred two and ninety-eight hundredths (602.98)
feet to the place of beginning, containing an area
of eight and ninety-seven hmdredths (8.97) acres
more of less.
SECTION 2. As a condition of the aforesaid Special Use and as an addi-
tional restriction on said use, the following requireicnts shall
hereafter and at all times be met by the owner, leasee or any
person, firm or corporation using said real estate;
a. The site plan accommpmy ng the petition be identified
as Exhibit "A" and made a part of Ordinance No. 27-
1980.
b. The Special. Use authorization shall be considered
null and void should the Special TTse cease for a
period of one (1) year or more.

c. Accessory off-street parking facilities shall be
provided and developed in accordance with stand-
ards set forth. in Article 41 of the Zoning Ordi-
nance,
SECTION 3. The Zoning Administrator of the City of Richm d, Indiana,
is hereby authorized and directed, upon enactment and publica-
tion of this Ordinance, to record and approve the issuance of
a permit for the establishment of the use herein allowed.
SECTION 4. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor, and publication
as by law required.

The Richwnd City Plan Commission held a public hearing on Tuesday,
March 25, 1980, on the petition of Dr. Glen Slayman; Ray E_ Moak,
3r., Agent, requesting Special Use authorization for a proposed
non-connercial club, being an indoor shooting range, located at
2601 Stralghtline Pike situated in a R-2 Side Family Residence
District.
Ten (10) notices of public hearing were sent to adjoining property
owners with two (2) returned in favor of the request, and none re-
turned in -opposition. No one spoke in opposition to the regest
at the public hearing.
The Plan Ccuiaissian determined that the request does fulfill the
require-aents of Article 48 of the Zoning Ordinance regarding the
granting of a Special Use, 'Therefore, the Plan Comrd-ssion voted
seven (7) to zero (0) to recommend the Special_ Use be authorized.
