Mayor Walter W. Parker called the April 8, 1999 Council meeting to order at 7:30
P.M. with the following members of Council present: Ed Merves, Jack Youmans, Anne
Monaghan, Donald E. Anderson, Michael A. Hosti, and Mallory Pearce. City Manager
Bill Farmer and City Attorney Edward Hughes were present.
Reverend Lee Bennett gave the invocation followed by the Pledge of Allegiance.
Mayor Parker asked if anyone in the audience wished to address Council. No one came
forward.
Mayor Parker read a proclamation for Poppy Days on Tybee for April 9th and 10th.
Mrs. Lillian Piper accepted for the American Legion Post 154 and presented Mayor
Parker with the 1st Poppy.
City Manager Farmer read a proclamation on Coastal Georgia Greenway Plan.
Asst. City Manager Fripp explained that this is for the Old Highway 17 coastal trail from
the Florida line to the South Carolina line. Fripp stated that the funding for the project is
coming from the Ice Tea money already allotted and administers by the Coastal Georgia
Center for Sustainable Development. Fripp also said that Tybee has a slot on the board
that is overseeing the project. Hosti said that there is no cost to the City involved.
Mayor Parker announced that because of a mix up with advertising for all the
Public Hearings scheduled for April 8th that they will take place at a Special Called
Council meeting on April the 19th at 7:30 P.M.
Mayor Parker opened the meeting for business legally presented for Council
consideration.
Hosti moved to accept the March 25th minutes as written and presented.
Anderson seconded. Vote by Council was unanimous.
After a lengthy discussion on a request for residential parking spaces on Butler
Avenue from Harold Dawson, Council agreed to take no action. Anderson said that
Council denied a similar request a few months back from someone on 18th Street.
Youmans said that Council does not have the right to give away public property,
Mayor Parker announced that there is going to be a Blood Drive on Thursday,
April 15th from 2 P.M. until 7 P.M. at City Hall.
Farmer explained the request for the City to reimburse the YMCA in the amount
of $22,625 for renovations and improvements for the new fitness center and the YMCA
office. Merves said that the YMCA made this decision not knowing whether or not the
City would remibure the expenditures. Merves said that the YMCA has purchased
$55,000 worth of exercise equipment for the Tybee Center. This will benefit the entire
island. Youmans said that they could have waited one week before starting the work.
Anderson questioned if this work was put out for bid. Merves said that the YMCA used
the same contractor that does all their work. Monaghan stated that everything the City
does requires at least 2 bids. Monaghan said that all the painting, carpeting, sink and
toilets have been completed. Monaghan said that she thought that the YMCA was
supposed to work with and keep the City apprised of what they wanted to accomplish.
Merves said that the fees charged by the YMCA covers the staff but not the capital
improvement projects. Danny McConnell, head of operations for the YMCA, said that 6
to 8 weeks ago it was promised that the YMCA fitness center would open April 17th.
McConnell said that after the carpet was laid that the walls looked bad, so they decided it

needed painting, then the paint made the lighting look bad so they replaced the light
fixtures and the list goes on and on. This is a building that has some age on it. About 3
weeks ago the YMCA got the contractor involved. McConnell said that the bid was more
than he expected but that the YMCA signed the contract for the work. McConnell said
that all the exercise equipment is due in next week. Merves moved to reimburse the
YMCA in the amount of $22,625. Pearce seconded. Vote by Council was 4 in favor
(Anderson, Merves, Hosti and Pearce); 2 opposed (Youmans, Monaghan). Youmans said
that there is $16,000 in the budget now for renovations. Monaghan said that the $16,000
is ear marked for the old school. Monaghan said that she and a lot of the organizations
that planned the 2nd Saturday festival were under the impression that the center was
scheduled to open April 10th. McConnell said that it has always been the 17th of April.
Youmans said to reimburse $16,000 out of the renovation line item and the balance form
contingencies. Hosti seconded. Hosti said that there is about $70,000 in the recreation
budget. Farmer said that money was ear marked for the gym. Hosti said that he did not
remember voting for that with the 99 budget. Youmans agreed. Pearce asked Farmer to
explain the original agreement with the YMCA. Farmer said that the YMCA would
provide labor, supplies and the cleaning of the area used by the YMCA. The city would
keep up the building and the ball diamonds. Monaghan again stated that the $16,000 is
for the old school renovation and that it should be left alone. Voting in favor of the
motion were Youmans, Anderson and Hosti. Opposed were Merves, Monaghan, and
Pearce. Mayor Parker broke the tie by opposing the motion. Merves moved to reimburse
the entire amount out of the contingency line item. Pearce seconded. Council vote was 2
in favor (Merves and Pearce); 4 opposed (Youmans, Monaghan, Anderson, and Hosti).
Monaghan said to award the YMCA half of the expenses. Merves moved to reimburse
1/3 from recreation budget, 1/3 from the line item renovation of school - $16,000. and 1/3
from contingencies. Youmans seconded. Vote by Council was unanimous. McConnell
thanked Council and passed out invitations to the opening of the center on the 17th of
April. Hosti asked if Tiffany Dennis was given a merit raise like other city employees.
Farmer answered that she works for the YMCA not Tybee.
Council agreed to take no action on the memo from Farmer concerning
Development Fees and Credits.
The first reading on the retirement ordinance was held over until Hughes can talk
with the GMA. The first reading will be placed on the April 19th agenda.
After a long discussion and explanation by Farmer, Council agreed to hold up on
any first readings of the water sewer ordinances until Hughes can get them in ordinance
form.
Pearce mentioned that the City has been awarded a $2,000 grant for non -game
wildlife from DNR. Pearce commended Fripp for all her work on this grant.
Youmans moved to adopt Section 2 -1 -11 regular and special meetings on its
second reading. Anderson seconded. Vote by Council was unanimous.
Youmans moved to go into executive session to discuss litigation. Hosti
seconded. Vote by Council was unanimous. Council went into executive session at
approximately 8:30 P.M.
Mayor Parker reconvened the regular meeting at about 9:30 P.M. As there was no
further business to come before Council the meeting was adjourned.

AND I DO FURTHER EXHORT ALL CITIZENS OF OUR CITY AND ALL
VISITORS TO OUR CITY TO SUPPORT THE AMERICAN LEGION POST 154
AND THE AUXILIARY IN THEIR EFFORT TO HONOR OUR ESTEEM
DISABLED VETERANS FOR THEIR SACRIFICES TO OUR COUNTRY.

BY THE TYBEE ISLAND CITY COUNCIL
A PROCLAMATION
WHEREAS, the Tybee Island City Council recognize the importance of preserving green
space for citizens and future generations by supporting the creation of a system of trails linking
recreation and business areas in our coastal region; and
WHEREAS, trails and greenways not only enhance the quality of community life by
providing recreation opportunities for all, but also are vital links for improving air quality by
offering alternative means of transportation; and
WHEREAS, the Coastal Georgia Center for Sustainable Development has developed the
Coastal Georgia Greenway to develop connections among coastal communities, natural, and
historic sites by utilizing road, water, railroad and other corridors; and
WHEREAS, the Coastal Georgia Greenway will include five routes to the coast propose
by the Georgia Department of Transportation in the "Statewide Bicycle and Pedestrian Plan." and
WHEREAS, the City of Tybee wishes to provide its citizens and visitors an opportunity
for pedestrian, recreational, and touring paths linking the City to the Georgia Coast;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tybee
Island that the City supports and endorses the Coastal Georgia Greenway Plan. Furthermore, the
City of Tybee Island will develop linkages to the Coastal Greenway Plan in its community
planning and transportation planning programs.
The effective date of this resolution shall be April 8th 1999.
IN WITNESS WHEREOF, I have hereunto set my hand and cause the official seal of the City of
Tybee Island to be affixed this 8th day of April, 1999.

It is hereby ordained by the governing authority of the City of Tybee Island, in open
meeting assembled, that the Tybee Island Code of Ordinances, Title2 Government and
Administration, Chapter Mayor and Council, Section Regular and Special Meetings, be
amended to read as follows:
Section 1. Section 2 -1 -11 is hereby amended to read as follows
2 -1 -11 Regular and special meetings.
Regular meetings of the mayor and council shall... be held on the second and fourth
Thursday of each month at 7:30 p.m. in the City Hall, except is Wthe months of November and
December when there shall , .. on be one meeting on the 2nd Thursday
