A special meeting of the Leesburg Town Council was held on May 29, 1997 at 8:30
a.m., in the First Floor Executive Conference Room, 25 West Market Street, Leesburg,
Virginia. Notice having been delivered to all members of the Council priorthereto. The
purpose of the meeting was to discuss the Police Communications Center. The meeting was
called to order by Mayor Clem.

Mayor Clem asked what avenues are available to open the public safety center 24-hours a
day?
Chief Stiles stated, there are 44 police officers and 4 civilians that are requi~ed to be at work-
between the hours of 9 to 5.
Chief Stiles stated 7 dispatchers are needed. Four working 12 hour shifts with a supervisor
as a £rll-in.
The Council voted to keep the public safety center open 24-hours a day.
Mayor Clem stated, $100,000 has been set aside for this purpose and the Council needs to
arrive at another $104,000. He stated the budget needs to be in a format that can be easily
read, and questioned if a tax adjustment is necessary.
Ms. Umstattd suggested eliminating the non-departmental allocations with the exception of
F&R, as well as using the town's cash reserve.
Mayor Clem suggested eliminating the three pohce grant positions.
Mr. Buttery questioned the cost associated with elevating to the 800 MHz?
Mayor Clem stated the town's radios would have to be reprogrammed.
The Council voted to fund the police communications center and agreed to tentatively
schedule a special meeting of the Town Council on June 9, 1997 at 8:30 a.m., to discuss how
the center will be funded.
On motion of, and duly seconded, the meeting was adjourned.
