A special meeting minutes of the Leesburg Town Council was held on Wednesday,
June 11, 1997 at 8:30 a.m., in the First Floor Executive Conference Room, 25 West Market
Street, Leesburg, Va. The purposes of this meeting are to consider funding the police
communications center and acquisition of real property for a high school site.

Discussion was held regarding funding the police communications center.
MOTION: On motion of, and duly seconded, the following resolution was proposed and
adopted.
97-145 - RESOLUTION - APPROPRIATING FUNDS FROM THE NAPPROPRIATED
GENERAL FUND BALANCE TO FUND THE STAFFING AND RECRUITING COSTS-
FOR THE POLICE COMMINCATIONS CENTER FOR FY98
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
An appropriation of $121,300 is hereby authorized from the unappropriated general
fund balance to fund the statYmg and recurring equipment costs for the police
communications center for FY98.

NAY: Mayor Clem

MOTION: On motion of, and duly seconded, the following resolution was proposed and
adopted.
97-146 - RESOLUTION - ESTABLISHING A TOWN COUNCIL AD HOC PUBLIC
SAFETY COMMITTEE
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
A Town Council ad hoc Public Safety Committee is hereby established with Frank
Buttery as Chairman and Joe Trocino and B.J. Webb as the remaining members of the
committee.

AYE: Councilmembers Buttery, Emswiller, Trocino, Umstattd, B. J. Webb, Mayor Clem
NAY: None
ABSENT: Councilmember William Webb
MOTION: On motion of, and duly seconded the following motion was made:
Pursuant to Section 2.1-344 of the 1950 Code of Virginia, as amended, I move that
the Leesburg Town Council convene in Executive Session. The authority for this Executive
Session is found in Section 2.1-344 (a), Subsection (3) of the 1950 Code of Virginia, as
amended. The purpose of this Executive Session is to consider the acquisition of real
property for a high school site.
Requested to remain for the meeting: Town Manager, Deputy Town Manager,
Deputy Town Attorney, Assistant Town Manager for Economic Development.

AYE: Councilmembers Buttery, Emswiller, Trocino, Umstattd, B. J. Webb, Mayor Clem
NAY: None
ABSENT: Councilmember WillJsm Webb
MOTION: On motion of, and duly seconded the following resolution was proposed and
adopted:
97-147 - RESOLUTION: CERTIFYING EXECUTIVE SESSION OF JUNE 11, 1997
WHEREAS, the Town Council of the Town of Leesburg, Virginia, has this day
convened in Executive Session in accordance with an sflqrmative recorded vote of the
Leesburg Town Council and in accordance with the provisions of the Virginia Freedom of
Information Act:
NOW, THEREFORE, BE IT RESOLVED that the Leesburg Town Council does
hereby certify that to the best of each member's knowledge, 1) only public business matters
lawfully exempted from open meeting requirements under the Freedom of Information Act
were discussed in the Executive Session to which this certification applies; and 2) only such
public business matters as were identified in the Motion by which the said Executive
Session was convened were heard, discussed or considered by the Leesburg Town Council.

ABSENT: Councilmember William Webb
