A special meeting of the Leesburg Town Council was held on Tuesday, June 24, 1998 at 4:30
p.m., in the Council Chambers, 25 West Market Street, Leesburg, Virginia 20175, Municipal Government
Center. The meeting was called to order by Mayor James E. Clem.

Mr. Tompkins addressed the Council referring to the chart prepared by town staff which identifies the
four outstanding issues with regard to #ZM-154. Also attached to staff's report is the proffer package
submitted by Potomac Station Retail.
Ms. Seigfried reviewed each of the outstanding issues.
Councilmember Umstattd stated, the applicant cannot develop this site at all unless they get the offsite
dedication and construction - so why are we concerned? Are we concerned because the Harper Park
rezoning in 1994 said there was going to be retail and possibly office and they desire more retail? It is not
clear to me why this is our purview and not their problem.
Deputy Town Attorney Deborah Welsh addressed Councilmember Umstattd by explaining her concerns
regarding the transportation proffers.
Mr. Gauthier discussed the accesses onto Battlefield Parkway and the future closing of these accesses.
Mr. Gauthier explained that in 1988-89 there was a study prepared for the Town of Leesburg in which a
transportation engineer looked at all the different links in the transportation network that were needed to
make it function at an acceptable level of service. A cost was then added. Then they looked at the vacant
land and how it related in the Town Plan - figured the square footage and the number of dollars and
arrived at what it would cost to build the entire network. This was adopted as an amendment to the 1986
Town Plan. When the Town Plan was revised in 1997, the same thing was adopted again, therefore, it
was the will of the Council that this is what would be used.
Mayor Clem suggested scheduling another special meeting to further consider this application and the
discussion that has taken place this evening. He encouraged each Councilmember to review the
information received and think about their concerns.
A meeting was scheduled on June 30, 1998 at 4:30 p.m.
