Councilmembers Buttery, McDonald, Zoldos and Mayor Clem were sworn in. At 9:30 a.m., the Council convened in the Council Chambers. MOTION: Councilmember Webb moved to consider agenda items 5. (d), (c) and (b) as the first order of business. The motion was seconded by Councilmember Umstattd. VOTE: Aye: Councilmembers Buttery, McDonald, Trocino, Umstattd, Webb, Zoldos, Mayor Clem Nay: None Mayor Clem welcomed Councilmembers McDonald and Zoldos. LEGISLATION 5. (d) MOTION: On motion of Councilmember Umstattd, seconded by Councilmember Zoldos, the following resolution was proposed and unanimously adopted. 98-150 - RESOLUTION - APPOINTING A VICE MAYOR RESOLVED by the Council of the Town of Leesburg in Virginia as follows: B. J. Webb is appointed Vice Mayor for a term beginning July 1, 1998, and expiring June 30, 2000. VOTE: Aye: Councilmembers Buttery, McDonald, Trocino, Umstattd, Webb, Zoldos, Mayor Clem Nay: None 5. (c) MOTION: On motion of Councilmember Webb, seconded by Councilmember Umstattd, the following resolution was proposed and unanimously adopted. 98-151 RESOLUTION APPOINTING COUNCILMEMBERS AND MAKING CHAIRPERSON DESIGNATIONS TO THE PLANNING AND ZONING COMMITTEE, ADMINISTRATION AND PUBLIC WORKS COMMITTEE, FINANCE COMMITTEE, PERSONNEL COMMITTEE AND PUBLIC SAFETY COMMITTEE RESOLVED by the Council of thc Town of I.~sburg in Virginia as follows: -2- SECTION I. The following councilmembers are appointed to the Planning and Zoning Committee for terms begirming July 1, 1998, and expiring on June 30, 2000: Leonard McDonald Kristen C. Umstattd B. J. Webb SECTION II. Kristen C. Umstattd is appointed chairperson to the Planning and Zoning Committee. SECTION III. Pursuant to Section 2.1-344 of the 1950 Code of Virginia, as amended, I move that the Leesburg Town Council convene in Executive Session. The authority for this Executive Session is found in Section 2.1-344 (a), Subsection (1) of the 1950 Code of Virginia, as amended. The purpose of this Executive Session is to consider appointments to the town's various board and commissions. VOTE: Aye: Councilmembers Buttery, McDonald, Trocino, Umstattd, Webb, Zoldos, Mayor Clem Nay: None MOTION: On motion of Councilmember Webb, seconded by Councilmember Umstattd, the following resolution was proposed and unanimously adopted. 98-153 - A RESOLUTION: CERTIFYING EXECUTIVE SESSION OF JULY 1, 1998 VOTE: Aye: Councilmembers Buttery, McDonald, Trocino, Umstattd, Webb, Zoldos, Mayor Clem Nay: None 5. (e) MOTION: On motion of Councilmember Trocino, seconded by Councilmember Webb, the following resolution was proposed and unanimously adopted. 98-154 - RESOLUTION - MAKING APPOINTMENTS TO THE AIRPORT COMMISSION WHEREAS, the terms of office for Airport Commission members Stanley Caulkins, Dewey Hill and William Haun expired on June 30, 1998. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Vh-ginia as follows: SECTION I. Stanley_ C, anlkins, Dew~_ Hill and William I-Iaun are appointed to the Airport Commission for two year terms to expire on June 30, 2000. VOTE: Aye: Councilmembers Buttery, McDonald, Trocino, Umstattd, Webb, Zoldos, Mayor Clem Nay: None 5. (0 MOTION: On motion of Councilmember Buttery, seconded by Councilmember Webb, the following resolution was proposed and unanimously adopted. 98-155 - RESOLUTION - MAKING APPOINTMENTS TO THE BALCH LIBRARY COMMISSION WHEREAS, the terms of office for Balch Library Con~nission members George F. Atwell, James P. Lucier and John W. Tolbert, Jr., expired on June 30, 1998; and WHEREAS, George Atwell tendered his resignation effective June 30, 1998. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: James P. Lucier and John W. Tolbert, Jr. are appointed to the Thomas Balch Library Commission for two year terms to expire on June 30, 2000. VOTE: Aye: Councilmembers Buttery, McDonald, Trocino, Umstattd, Webb, Zoldos, Mayor Clem Nay: None 5. (I) MOTION: On motion of, and duly seconded, the following resolution was proposed and unanimously adopted. 98-156 - RESOLUTION - MAKING APPOINTMENTS TO THE PLANNING COMMISSION WHEREAS, the terms of office for Planning Commission members Mervin Jackson, Gus Glikas, David Kennedy and A. Blake Thompson expired on June 30, 1998. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: Mervin Jackson, Gus Glikas and David Kennedy are appointed to the Leesburg Planning Commission for four year terms to expire on June 30, 2002.
