HomeMy Public PortalAbout02-07-2008THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 7, 2008 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, February 7, 2008, in the Community Room at the Municipal Building, 50 North 5th Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson and Mary Jo Flood. Also attending were Mayor Sally Hutton, City Attorney Walt Chidester, Human Resource Director William Harris, Police Chief Kris Wolski, Fire Chief Mike Crawley, Assistant Fire Chief Oscar Abner, Christopher Todd Sticco, Amber Sticco, Michael Sticco, Billie Brann, Charles Todd, Adam Forrest, Doug Gardner, Shawn Staton, Andrew Roberts, Richard Moore, Susan Shook and Robert Abner. The following business was conducted: CALL TO ORDER Robinson called the meeting to order and noted for the minutes that all board members and legal counsel were present. APPROVAL OF MINUTES Robinson made a request to the board to approve the minutes for the January 31, 2008 meeting. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. CLAIMS FOR PAYMENT Robinson made a request to the board to approve the claims for payment in the amount of $93,658.17. She explained that of that total $33,413.71 was paid to Wayne County Treasurer for the City's portion of the 911 Benefits and Salaries and $13,910.00 was paid to Rose View Transit for the fourth quarter matching funds for Rose View Operating Expenses. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. RESOLUTIONS A. Robinson brought to the board a request that was presented by Human Resource Director William Harris for the approval of Resolution No. 1 -2008 for Police salaries. He explained that this resolution increases the Police salaries by 3 %. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. B. Robinson brought to the board a request that was presented by City Attorney Walt Chidester for the approval of Resolution No. 2 -2008 that is a real estate transfer from The City of Richmond to Habitat for Humanity of Richmond. He explained that this Board of Works Minutes February 7, 2008 Page 2 of 3 resolution authorizes the board president to sign the deed for the property at 730 South 6t11 Street to be donated to Habitat for Humanity. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. DEEDS A. Robinson brought to the board a request that was presented by City Attorney Walt Chidester for the approval of a Quit Claim Deed between the City of Richmond and Habitat for Humanity. He explained that this was the deed that Resolution No. 2- 2008 refers too authorizing Vicki Robinson as board President to sign the deed. Lawson made a motion to approve with a second by Flood. The motion was unanimously passed. CONTRACTS A. Robinson brought to the board a request that was presented by Human Resource Director William Harris for the approval of Contract No. 21 -2008 with the City of Richmond and John Henningar Lodge #63 Fraternal Order of Police. He went over the changes that were made explaining that a lot of those changes were the cleaning up of language. Flood made a motion to approve with a second by Lawson. The motion was unanimously passed. Robinson took this time to explain that this was the end of the regular Board of Public Works and Safety meeting and there would be a short break before the Disciplinary Hearing for Firefighter Christopher Todd Sticco would convene. Robinson called the meeting back to order and noted for the minutes that all board members and legal counsel were present. She went over the procedure that was to be followed during this hearing. Attorney Charles Todd was the legal counsel that the board will get their direction from on how to precede after all the testimony is given. Counselor Todd also went into more detail of the procedure regarding the handling of the witnesses. Adam Forrest was the attorney that represented the City of Richmond Fire Department and Steve Rabe was the attorney that represented Christopher Todd Sticco. The witnesses that were called by Attorney Adam Forrest are as follows: Fire Chief Mike Crawley Battalion Chief Tom Shook Battalion Chief Jerry Purcell Firefighter Vincent E. Devito Firefighter Christopher Chappel Firefighter Brian Benedict Retired Firefighter James Fessler Board of Works Minutes February 7, 2008 Page 3 of 3 The witnesses that were called by Attorney Steve Rabe are as follows: Firefighter Timothy Richard Brown Firefighter Greg Moore Firefighter Tom Broyles Firefighter Brent Walker Purcell Firefighter Shawn Michael Phenis Valerie Henderson Michael Sticco Firefighter Christopher Todd Sticco The witnesses that Attorney Steve Rabe decided to excuse are as follows: Firefighter Jerry Benjamin Firefighter Kyle George Firefighter Eddie Haller Firefighter Benjamin Moore Firefighter Tim Parrett Firefighter Eric Holmes The board decided to have an Executive Meeting on this matter to be held on February 19, 2008 at 2:00 PM and to present there decision on this meeting at the regular Board of Works meeting on February 21, 2008. Lawson made a motion to take the matter under advisement and a decision will be rendered after a special session to be announced at the regular meeting to be held on February 21, 2008 with a second by Flood. The motion was unanimously passed. There are audio tapes of this hearing filed in the Clerk's Office. ADJOURNMENT There being no further business, on a motion duly made, seconded and passed unanimously.
