Regular Meeting
Minutes
September 13, 2018 7:00 P.M. Greencastle City Hall
Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie
Langdon, Steve Fields, Tyler Wade, Mark Hammer, and Dave Murray. Absent,
Gary Lemon
II. Public Petitions and Comments: None
III. Special Requests:
A. Street Closure Request — Myers Market — Motion by Adam Cohen to
approve the street closure as requested, second by Steve Fields, 6-0,
motion carried.
B. Street Closure Request — Highridge Avenue Neighbors — Motion by
Mark Hammer to approve the street closure as requested, second by
Adam Cohen, 6-0, motion carried.
IV. Department Reports:
a. Cemetery — Ernie Phillips

c. Fire Department — John Burgess
d. Park and Recreation — Rod Weinschenk
e. Planner— Scott Zimmerman
f. Police Department — Tom Sutherlin
g. Department of Public Works — Brad Phillips

Scott Zimmerman reported on pollinator gardens and rules regarding scrapping
materials.
V. Reports
a. Mayor's Report- Mayor updated the council on the following items:
• EDIT Plan will be reviewed and changed due to budget changes
• Draft Stormwater Plan has been received and under review
• Contract for Sidewalks has been signed and will start soon
• Final Plans for additional apartments (94 units) at Zinc Mill
Apartment Complex have been submitted
• Wayfinding Meeting coming up
• YMCA Board of Directors meeting will be on October 25, 2018. New
YMCA in Greencastle will be discussed
b. Clerk-Treasurer's Report- State Board of Accounts completed its audit for
2016 on September 5, 2016. Will be notifying Common Council when Exit
Conference will be.
c. Councilors' Report- Adam Cohen would like to see the City be proactive
on the scooter issues before we are faced with them in our downtown.
Thanked the Mayor and Clerk Treasurer and Staff for the hard work put into
the budget. Tyler Wade would like everyone to be more mindful of mental
health issues and its prevention so tragedies like what happened at Wabash
can be prevented. Mark Hammer thanked everyone who worked on the
2019 Budget. Dave Murray glad to hear trash cans downtown will be
replaced with new ones.
VI. Approval of Minutes
a. Regular Session- August 9, 2018 - Motion by Steve Fields to approve
August 9, 2018 minutes after a correction is made of who made the motion
in item C. under Special Requests, second by Adam Cohen, 6-0, motion
carried.
VII. Approval of City Claims
a. Motion by Mark Hammer to approve claims as presented, second by Dave
Murray, 6-0, motion carried.
VIII. Old Business-None
IX. New Business
a. Resolution 2018-15- A Resolution Declaring and Economic
Revitalization Area (Heartland Automotive, LLC- New Equipment).
Motion by Dave Murray to approve Resolution 2018-15 as presented,
second by Adam Cohen, 6-0, motion carried.
b. 2019 Budget — Budget packets were presented to the Common Council for
their review. A special session will be held on September 25, 2018 at City
Hall. A public hearing will be held and budget will be discussed in detail at
that time.
c. Date and Time for Halloween-. Motion by Mark Hammer to have
Halloween start at 4:00 pm to 6:00 pm downtown Greencastle and 6:00 pm
to 8:00 pm in Greencastle neighborhoods on October 31 , 2018, , second by
Stacie Langdon, 6-0, motion carried.
X. Adjournment
Motion by Dave Murray to dismiss at 8:43 PM, second by Tyler Wade,
6-0, Motion carried.
