Mayor Phillips called meeting to order at 6:30pm. ,
Council members present: Jim Bartels, Mike Gericke, Mark Petersen, John Wright.
' Absent: Chris Ball.
Also present: Attorney Steve Greenleaf, Public Works Brett Mehmen, Brian Detert, Keith
Detert, City Clerk Ruth Demuth.
Motion Wright seconded Petersen to approve Agenda as printed. All actions passed by all
members unless so indicated. 4
I Mark Portwood, representing Deer View Estates requested approval of Resolution 2008-
14 Acknowledging Substantial Completion of Punch List Items and authorizing the Release
of any claims upon Deer View Estates Improvements, except as to Sidewalks, Including
Outlot "C" Pursuant to Section 3.2 of the Sub-dividers Agreement involving the retainage of
funds of$21,750 owed to IPL Developers until said Punch List items are complete. Motion
Gericke seconded Wright to approve Resolution 2008-14 with spelling corrections to be .
made by Attorney as indicated.
Attorney Greenleaf suggested reviewing CoralvilleCommercial Building Permit Fees and
using as template to re-structure new fee schedules. Council members discussed possible
methods to structure new fees. Motion Wright seconded Gericke to table action until July
9, 2008 regular City Cotincil meeting and request Attorney Greenleaf to develop new
commercial building permit fees based on Coralville's fee schedule.
Discussion held by council members regarding increase in resident fees for recycling.
Motion Gericke seconded Wright to increase monthly charges to $5.00 for residents and
$2.50 for seniors. Increases will be approved by resolution at July 9,,2008 regular City
Council meeting.
Wanda Baird, representing TiffinFest updated Council members on events. Ms. Baird
requested additional assistance from Council members for event.
Pursuant-to Provisions of Iowa Code Sec 21.5 Council members may hold a Closed
Session for Employee Evaluations for those employees who request a closed session.
City employees were polled and all requested closed session. Motion Wright seconded
Bartels to close regular meeting to closed session for the purpose of holding employee
evaluations at 7:10pm.
Motion Wright seconded Petersen to return to open session at 7:55pm to take action on
discussions held in closed session.
Motion Wright seconded Gericke to approve wage increases for full time city employees,
Brett Mehmen to $55,000 annual salary, Brian Detert to $21.00 per hour with paid Family
Health Insurance, Keith Detert to $14.00 per-hour with paid Family Health Insurance.
. Clerk Ruth Demuth requested no wage increase. Part time or seasonal employees will
remain at current wages. Benefits were restructured regarding vacation earnings and
maximum allowable sick leave to accrue. Full time Assistant City Clerk position approved.
Clerk instructed to begin search to fill position.
Motion Wright seconded Gericke for adjournment at 8:13pm.
