AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of
Public Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.40 of Part 51, Chapter I, Subtitle B, Title B, Title 31 of
the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the Act shall:
(c) Provide for the expenditure of entitlement funds in
accordance with ,the laws and procedures applicable
to the expenditure of its own revenues;
WHERRAS,.persuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of -Richmond, Indiana, have -established
a trust fund known as the Federal Revenue Sharing Trust Fund,
WHEREAS, it has been determined that it is now necessary to appropriate more
money than was appropriated in the annual budget;
NOW THER73FORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses.of said municipal corporation., the
following additional sums of.money.are hereby appropriated and ordered set
apart ou- of the Federal Revenue Sharing Trust fund for certain ordinary
and necessary maintenance and operating and certain ordinary and necessary
capital expenditures, said sum being subject to all laws governing the same,

These funds are to be appropriated for the following project:
Park & Recreation Department - Weil at Springwood Park

SECTION 2. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject to the laws of
the State of Indiana governing emergency appropriations.

Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.M., on day of

Taxpayers appearing at such meeting shall have a right to he heard thereon.
The additional appropriations as finally made will he referred to the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. At such hearing taxpayers
objecting to any of such additional appropriations may he heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.

The Common Council of the City of Richmond, Indiana, met iri regular, session in the
Council Chambers in the Municipal Building of said C;tty June 2, 1980 3
at the hour of 7s30 p.m.

The Clerk presented proof of publication of Notice to Taxpayers, printed in the
Richmond Palladium Item, a newspaper of eral circulation in the City of
Richmond, Indiana, on the dates of May l and May -27
Said notices stated that a public hearing would be held on the n day of
June, 190 by the Co on �$ cil-to consider additional appropria-
tions as provided for .in Ordinance Mo�6�1" , within the. City of.
Richmond, 'indiana. The proof of publication and posting of notices were examined
and found to be correct and in order. Councilman Mills moved the
proof.of publication and posting of notices be received and ordered filed,
seconded by Councilman Welch , and on voice vote the motion was
carried.

'President Paust announced Ordinance #46-1980 is on public hearing.
After hearing all persons present, Ordinance No. 46-1280 was placed on
