HomeMy Public PortalAbout1999_01_25SPECIAL MEETING MINUTES OF THE TOWN COUNCIL JANUARY 25, 1999 A special meeting of the Leesburg Town Council was held on Monday, January 25, 1999, at 5:00 p.m., in the First Floor Executive Conference Room of the Municipal Government Center, 25 West Market Street, Leesburg, Virginia 20178. Notice having been delivered to all members of the Leesburg Town Council prior thereto. The purpose of the meeting was to discuss the bond issue and capital improvement projects. The meeting was called to order by Mayor James E. Clem. COUNCILMEMBERS PRESENT Frank Buttery Leonard McDonald Joseph R. Trocino Kristen C. Umstattd (absent) B. J. Mason Director of Parks and Recreation Kaj Dentler Landscape Architect John Johnston Discussion was held regarding the proposed bond issue and capital improvement projects. Questions were asked about the number of police vehicles in the town, mobile data terminals and ball fields and restrooms. Councilmember Buttery stated, the high school site is the only project to which the town is committed. He suggested the town could finance the matching grant for the Chancellor Street trail through the town's ~ ':: Fund. Mr. Buttery also brought up for discussion the Ida Lee Recreation Center expanse, · Vice Mayor Webb stated the town has experienced a stronger economic year this year and there is a demand for the additional facilities and open space. The Balch Library is an asset to the town. Mayor Clem referred to the list of CIP projects identified in the January 15, 1999 memo and stated the town is not required to initiate all projects immediately. Councilmember McDonald stated, one-third of the bond issue is for parks and recreation projects. There are projects of concern, such as Woodberry Road and the elementary school. He suggested the town trim back some areas. He spoke in favor of the ball fields with restrooms and suggested looking at renovating the Balch Library first and perhaps expanding it in the future. Councilmember Buttery pointed out the $2 million budget for the Balch Library, and that $400,000 is for storm drainage improvements and $120,000 will be raised by the Friends of the Balch Library. Councilmember Trocino stated he is in support of all the proposed CIP projects. Vice Mayor Webb agreed with Councilmember Trocino, further stating that there was no opposition from the public received. After further discussion, the meeting was adjourned.
