A City Council workshop on the two "design and build" gym/pool proposals heard at the
most recent City Council meeting was held at 7:00 p.m. Attending the workshop were
Mayor Walter W. Parker, and three members of City Council: Ed Merves, Michael Hosti
and Jack Youmans. City Attorney Edward Hughes was also present. City Manager Bill
Farmer presented the options, and there were comments from all members of Council
present. There was also some discussion of a straw poll that could be taken during the
November Municipal Elections. Mayor Parker said that he believes there has not been
enough public input upon which to base a decision.
At 7:30 p.m., Mayor Parker opened the Special Meeting of City Council for consideration
of two advertised zoning petitions. Attending the Special Meeting were the Mayor, the
City Manager, the City Attorney and Councilmen Youmans, Merves and Hosti. After the
call to order, Reverend Lee Bennett offered a prayer, and the Pledge of Allegiance to the
flag was recited.
A public hearing for a zoning setback variance of two feet for Tony Heidt was heard first.
Mr. Heidt said that he lives at 1001 Miller Avenue, PIN 4- 12 -1 -6B, and showed pictures
of a potting shed, saying that his wife suffers from arthritis and is an avid gardener. The
plants fill a void in Mrs. Heidt's life. There is a distance of 75 feet from Mr. Heidt's
property line to that of the neighbors, the Johnsons. Mrs. Johnson attended the meeting
to support Mr. Heidt's petition, and letters from three adjacent property owners were
presented. None have any objection to the potting shed in its current location. Mr. Henry
Levy, Planning Commission Chairman, reported that the Planning Commission approved
the request by a vote of 6 to 1. There were no other speakers.
The public hearing was closed.
The second public hearing was for a site plan approval for 214 Butler Avenue and was
presented by Mr. Jim Stoeffler. The Zoning Administrator, Angela Byers, distributed the
site plan to the City Council. An architectural rendering of the front elevation was also
shown. Henry Levy said the Planning Commission voted for approval providing the
ordinances were met. He said there were some questions concerning the buffer zone and
the parking. He said the parking ordinances need some changes, having to do with
parking for meeting rooms. Ms. Byers explained to City Council that the changes
requested by the Planning Commission have been made and are shown on the site plan in
red. Mr. Hughes explained that he was asked whether the private driveway could serve
as a buffer, and had said no. However, the site plan does comply with the setbacks and
buffer provided the green space is planted. There were no speakers from the audience
and the public hearing was closed.
Councilman Youmans moved that the Heidt petition for a two -foot variance be granted.
Councilman Hosti seconded, remarking that his wife is a Master Gardener, and he is in
sympathy with Mr. Heidt's request. The vote was 3 — 0, and the petition was granted.

Councilman Youmans moved acceptance of the site plan for 214 Butler Avenue, and
Councilman Hosti seconded. The vote was 3 — 0 in favor of the motion and the site plan
for 214 Butler Avenue was approved as presented, which included the changes indicated
as a result of the Planning Commission recommendations.
There was no further business advertised for this special session of City Council and so it
was adjourned.
