A special meeting of the Leesburg Town Council was held on Saturday, July 31, 1999,
beginning at 9:00 a.m., in the Lower Level meeting room, 25 West Market Street, Leesburg,
Virginia. Notice having been delivered to all members of the Leesburg Town Council prior
thereto. The purpose of the meeting was to conduct interview of candidates for town manager.
The meeting was called to order by Mayor Clem.

MOTION: On motion of McDonald, seconded by Buttery, the roi!owing motion was made:
Pursuant to Section 2.1-344 of the 1950 Code of Virginia, as amended, I move that the
Leesburg Town Council convene in a closed meeting. The authority for this closed meeting is
found in Section 2.1-344 (a), Subsection (1) of the 1950 Code of Virginia, as amended. The
purpose of this closed meeting is to conduct interviews of candidates for the position of Town
Manager for the Town of Leesburg.

MOTION: On motion of Webb, seconded by Buttery, the following motion was made:
I move that the closed meeting be adjourned, that the Leesburg Town Council reconvene its
public meeting and that the minutes of the public meeting reflect that no formal action was taken in
the closed meeting.

MOTION: On motion of Webb, seconded by Buttery, the following resolution was proposed and
adopted:
99-236 - RESOLUTION - A RESOLUTION: CERTIFYING THE CLOSED MEETING OF
JULY 31, 1999
WHEREAS, the Town Council of the Town of Leesburg, Virginia, has this day convened
in a closed meeting in accordance with an affm-native recorded vote of the Leesburg Town Council
and in accordance with the provisions of the Virginia Freedom of Information Act:
NOW, THEREFORE, BE IT RESOLVED that the Leesburg Town Council does hereby
certify that to the best of each member's knowledge, 1) only public business matters lawfully
exempted from open meeting requirements under the Freedom of Information Act were discussed in
the closed meeting to which this certification applies; and 2) only such public business matters as
were identified in the Motion by which the said closed meeting was convened were heard,
discussed or considered by the Leesburg Town Council.
