The area is bounded on the north by South "A" Street, on the east by Garwood Road and South "C" Street, on the south by Backmeyer Road and on the west by the Backmeyer Trace Subdivision. The legal basis for annexing this area is the provision of State law which permits the annexation of areas 1/8th contig- uous to thecorporate limits and which are 60% or more sub- divided (I.C. 18-5-10-25). This annexation is consistant with the City of Richmond's adopted policy contained in Resolution No. 5-1980. The following fiscal plan describes the area's basic features, the services to be provided or already provided and a recommenda- tion by the Planning Staff. BASIS DATA A. Location southeast section of Richmond in Wayne 'Township, bounded on the north by South "A" Street, on,the east by Garwood Road and South "C" Street, on the south. by Backmeyer Road and on the west by the Backmeyer Trace Subdivision. Approximately 60% of the proposed area is contiguous to current City boundaries. B: Size This area encompasses a total of 34.58 acres. The area is in excess of 60% subdivided. There are .38 miles of roadway. C. Zoning Zoning is R-4 Multi -Family Residential. D. Buildings There are 38 buildings within the proposed area. E, Population Using 1970 census figures of 2.87 persons per household: 2.87 x 38 - 109 persons. F. Land Use; Residential; single family. G. Planning The area is located in a planned residential growth area as shown on the City and County Master Plan. Current planning calls for improvement of major roads within the general area to encourage continued growth. H. State Law State law requires within one (1) year of annexation that: Services of a non -capital nature; including police protection, fire protection, street and road main- tenance, and other non -capital services which are normally provided within the existing corporate boundaries, be provided to be annexed territories within one (1) year from the effective date of annexation, and that they will be provided in a 1. manner which is equivalent instandard and scope to those non -capital services provided to areas. within the annexing City which have similar topo- graphy, patterns of land utilization., and popula- tion density (1.C. 18-10-5-25(c) ). The City of Richmond will provide police and fire protec- tion traffic control and road maintenance within the first year of annexation. Street lighting and the installation of fire hydrants will be provided in accordance with the standard processes of the City, which can include resident petitioning as well as the routine capital improvements procedures of the City_ Ail of the adminietrati.ve services of the City of Richmond will be extended to the area immediately upon annexation. Since these services are not geographically specific, they are not analyzed in derail. T. Other Services Provided 1. Police The annexation area will receive police protection immediately upon annexation. The cost of providing police services to the annexation area has been analyzed, using the following cost allocation methods-. 1, Per Capita cost of responding to a call; 2. Cost of providing police service per specific area; and, 3. Cost of providing police service based on current ratio of police officers per population. Each method has utilized the basic cost of putting a police officer in the field with all required equip- ment and necessary supportive service according to 1979 budget expenditures. Using the average of these three formulas, the Police Department has determined the estimate cost of providing police service to the annexation area is $3,078,74. . Total Cost: $3,078.74 2, fire This annexation area is currently serviced by the Rich- mond Fire Department through a fire protection contract with Wayne Township. This fire protection service will Continue after the area is annexed. Since the annexa- tion area is presently served, there are no direct cost increases to the Richmond. Fire Department_ HoTaevPr, two (2) fire hydrants will be installed at a cost of $57.36 2. each per year once the area is annexed. Also, the Rich- mond Water Works Corporation will assess the City of Richmond an annual inchffoot charge for fire protection of $1,708.83. Total Cast: 1 823.04 3, Street Department The Richmond Street Department indicates they are currently.servicing this area on an irregular basis for street sweeping and snow removal. Cost Breakdown a. Crack seal $363.00 b. Sweeping 47.00 c, Snow removal 419.00 d. Street signage 100.00 Total $929.00 4. Street Li hts We do not anticipate the installation of .lights as a result of annexation. However, this area would become eligible for lights in the same manner as similarly situated areas currently in the City. .4. Parks The Richmond Park and Recreation Department currently makes available all existing municipal park facilities and services to the residents of the annexation area. At this time, there are no plans for constructing parks in the annexation area as the current need does not re- quire it. H. Estimated Revenues, General Fund Estimated revenue which, if not received by the City in tax dollars, will be reflected in a tax rate decrease to citizens currently within the corporate limits. $529,350.00 Net assessed value of proposed annexed pro- perty. Net value = Gross value minus exemp- tions. $ 1.89 Richmond Corporate tax rate without Sanitary District tax for 1979 payable in 1980. $ 10,004.72 This figure most likely represents a tax rate decrease to Corporate citizens rather than tax dollars received by the City. Represents approximately lj2G tax rate de- crease. 3. $ 1,282.71 Estimated revenue from State Board assess- `.--___ ment (estimate derived from proportion of annexation areas, net assessed value for real property in comparison to total net assessed value for real property of annexation area tax district.) 16.9% of the total tax dis- Crict. $ 207.10 (1) Estimated revenue alcohol beverage gallonage tax (using $1.90 per capita as basis). $ 141.70 (2) .Estimated revenue cigarette tax (using $1.30 per capita basis). $ 4,012.65 Estimated revenue excise tax (using same pro- portion basis as used for state board assess- ment tax to estimate revenue). 16.91e $ 1,5$3.77 Estimated 'revenue federal revenue sharing . (using $14.53 per capita as basis). This is only a crude estimate. Estimated Revenue Local Road and Street Fund $ 39.99 7 and 8 cent gasoline tax (crude estimate using only street mileage as basis for esti- mate $L05.23 per mile (figures provided by Division of State Aid) . In order to receive this miscellaneous revenue, a Special census or updated population count must .be certified to the State Auditor. The annexation is consist&&-x with the City of Ricbroond's adopted policy contained in Resolution. No. 5-1980. It was the flan Commis- sion's determination that the annexation of this area is in the best interest of the City and of the territory to be annexed and the area is urban in character, being an economic and social part of the City. The Plan Cored-ssion reviewed the Fiscal Plan for the annexation area and is satisfied that the City is financially able to provide municipal services to the area. No one spoke in opposition to the amwxation at the public hearing. The Plan C mnission voted nine (9) to zero (0) to recommend that Arziam- tion Ordinance No. 53-1980 be approved.
