HomeMy Public PortalAbout04/06/2010 Special CCM81 MEDINA CITY COUNCIL MEETING MINUTES OF APRIL 6, 2010 The City Council of Medina, Minnesota met in special session on April 6, 2010 at 6:03 p.m. in the Medina City Hall. I. Call to Order Members present: Members absent: Also present: Weir, Siitari, Crosby, Smith (arrived at 6:05 p.m.), Johnson (arrived at 6:10 p.m.) City Administrator Chad M. Adams, City Planner Dusty Finke, Public Works Superintendent Steve Scherer, and City Engineers Tom Kellogg and Bruce Paulsen. II. Temroc Facility Retrofit for Shared Public Works Facility Adams provided an overview of the background of the Staff report and the facility research that Staff has conducted to date, including a few tours of the facility with Corcoran and Loretto officials. Paulsen displayed the concept for the Temroc retrofit for possible shared use facility. He explained the plan showed two areas for public works use, an area for fire services, common areas, shared office space, and cold storage space. Smith arrived at 6:05 p.m. Paulsen also explained the possibilities of the second floor space in the warehouse area that could serve as meeting rooms or training space with the addition of a catwalk. Paulsen discussed the probable cost estimate of $4,674,540 to retrofit the facility, not including land acquisition. Adams stated the land area was about 40 acres and sold a few years ago for $6 million. The property is currently being marketed for sale or lease. Discussion was held on the feasibility of acquiring the property and sharing with other agencies. Adams stated he would be following up with Corcoran and Loretto officials, once they have a chance to review the plan and cost estimate, to determine their level of interest in this shared use facility. III. CSAH 101 Pedestrian Trail Adams discussed the background of the project, which included a few years of discussion with Hennepin County to determine the feasibility of placing a pedestrian crossing across CSAH 101 near Gramercy at Elm Creek and the Medina Clydesdale Marketplace Medina City Council Special Meeting Minutes April 6, 2010 82 development. He provided a plan illustrating anarea where Hennepin County has agreed to install and fund a crossing near Gramercy and the Holiday station. The crossing would include markings on the road, a curb cut in the median, and signage in the Right of Way, but would not be signalized. Adams inquired if the Council was interested in completing a trail along the east side of CSAH 101 between Clydesdale Trail and Lilac Drive to improve pedestrian access for the Medina Highlands residents. The cost estimate for that trail connection would be about $50,000 and would be funded from park dedication funds. The Park Commission recommended approval of the trail connection using park dedication funds. Discussion was held on the need to construct the trail connection considering the City's park dedication fund balance has been declining. Discussion was also held on the feasibility of using the existing Linden Drive West for pedestrian purposes and connecting the trail near/through the existing berm at the northeast quadrant of the CSAH 101/Clydesdale Trail intersection. Staff was directed to review the feasibility of connecting the trail near/through the existing berm at the intersection and to report back to the Council. The Council agreed that Staff could proceed working with Hennepin County on the pedestrian crossing and that the local trail connection between Clydesdale Trail and Lilac Drive should not impede the pedestrian crossing installation.
