Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees
Held on January 28,2019
In the Boardroom
Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee
Wojowski, Trustee Bonuchi (7:01 p.m.), Trustee Lamb, Trustee Larson, Trustee Newton, and Trustee
O'Rourke. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Randy
Jessen, Public Improvements Superintendent; Scott Threewitt, Lead Engineer; Jon Proulx, Planning
Director; Allen Persons, Public Works Director; Ken Goska, Building Official; and John Konopek,
Police Chief. There was one person in the audience.
Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on
January 14, 2019. Second by Trustee Wojowski. Voice Vote. All in favor, 0 opposed. Motion
carried. Motion carried.
PRESIDENTIAL COMMENTS
Mayor Collins informed everyone that the Law Enforcement Facility is a warming center.

WORKSHOP
1) 2019-2020 DRAFT FISCAL YEAR BUDGET
Allen Persons, Randy Jessen, and Scott Threewitt gave a presentation regarding the draft 2019-2020
Fiscal Year Budget for the proposed Capital Improvements. Staff reviewed 2018 Street
Improvements, 2019 Street Improvements, 143rd Street east and west extensions, Meadow Lane
Traffic Signal, 143 Street/Route 30 Intersection Improvements, 127th Street/Plainfield Naperville
Road Traffic Signal, Indian Boundary Road Bridge Replacement, Renwick Road Resurfacing and
Reconstruction, PACE Park n Ride, and Federal Grants. Traci Pleckham reviewed the Capital
Improvement Fund revenues and expenses.
Mrs. Traci Pleckham then reviewed the draft 2019-2020 Fiscal Year Budget revenue and expenses
for Miscellaneous Funds including Motor Fuel Tax, Bond & Interest, Tort Immunity, Audit, Police
Pension, DARE, Tax Increment Financing, and Alcohol Enforcement Fund.
Trustee O'Rourke asked the Board to consider creating a service line replacement program.
On a motion from Trustee Lamb and second by Trustee Larson, the meeting adjourned at
8:00 p.m_
