City Council Work Session Meeting
December 8, 2008

Mayor Royce Phillips called the meeting to order at 6:39pm.
Roll call of City Council members present: Chris Ball, Jim Bartels, Mike Gericke, Mark Petersen, and John-
Wright.
Also present City Clerk Ruth Demuth.
Approval of Agenda as printed motion Wright seconded by Bartels. All following actions approved by all Ayes
unless so noted.
Old Business:
Mayor Phillips asked Council members to consider scheduling a regular work session every month. Council
members suggested scheduling the work session on every fourth Wednesday of the month.
Members discussed Iowa Department of Transportation contract on the Hwy 6 Widening Improvement Project.
Engineer office presented list of concerns on project with IDOT. Members suggested addressing concerns
prior to awarding contract for construction improvements.
Brief discussion held on the third reading on Ordinance 2008-295, members did not see any reason to prevent
the final passage of Ordinance 2008-295.
Upgrading of meter reading equipment will be discussed further in future upon availability of water funds.
Members discussed continuing need for additional security fencing around city property due to increased
vandalism and suspicious activities.
Request for Special Exception Use application presented for Day Care Facility discussed and procedure for
application process reviewed by members. Application has already.been reviewed by Planning and Zoning
Commission and recommendation forwarded to Council members. Council members will set dates for Public
Hearing and Board of Adjustment Hearing at regular City Council meeting.
Chris Ball left meeting at 6:55pm.
Council members reviewed request by Engineer for final acceptance and payment to contractor for Songbird
Drainage Remediation.
Discussion held on future park land use in Woodfield Ridge. Council members will decide bn issue at regular
City Council meeting.
Council members questioned and reviewed Snow and Ice Ordinance 2002-251. Further review to be
conducted at regular City Council meeting.
Chris Ball returned to meeting at 7:20pm.
Brief discussion held on future of city owned farmland. Council members reviewed recommendation made by
Iowa Rural Water Association where to limit future farming near Water Treatment Plant. Members were asked
to consider future uses of city owned land near 1-380.
Council members updated on trail easement progress with land owners on east and west sides of Jasper
Avenue south of Clear Creek. Council member suggested that Comprehensive Trail Plan be discussed at
Parks, Recreation, Festivals, and Tourism Committee meeting on December 17, 2008.
Council members received information forwarded from Engineer's office regarding the Final Acceptance and
payment request on 2007—2008 Roberts Ferry Rd Improvements.
Motion by Wright seconded by Bartels at 7:50p.m.
