COUNCIL SPECIAL MEETING
April 3, 2000
Lower Level Meeting Room, 25 West Market Street, 7:00 p.m. Mayor Clem
presiding.
Councilmembers Present: George F. Atwell, Mervin V. Jackson, Leonard
McDonald, Kristen C. Umstattd, B. J. Webb, Robert Zoldos and Mayor Clem
Staff Members Present: Robert S. Noe, Town Manager, Airport Director Juan
Rivera, Budget Officer Michael Freda, Chief of Police Joe Price, Major McVeigh and
Captain Moxley, Director of Engineering & Public Works Thomas A. Mason, Chief of
Plan Review Paul Gauthier and Chief of Operations and Inspections Bob Lilly, Director
of Information Technology Michele Agujia, Director of Planning, Zoning &
Development Michael Tompkins, Director of Finance Paul E. York, Assistant Director
of Utilities Aref Entemadi, Assistant Town Manager for Economic Dev..lohn H. King,
Director of Parks and Recreation Kaj Dentler, Director of Personnel Nancy Fixx, Public
Information Officer, Susan Farmer, Acting Clerk of Council Mary Mack.
Mayor Clem called the meeting to order. Town Manager Bob Noe spoke
briefly of his philosophy regarding the budget. Director of Finance Paul York
explained the information in the budget, including the various funds and announcing
that the total budget is for approximately $69,000,000 and that there is no tax
increase or fee increases proposed.
Chief of Police Joe Price explained the police department's budget, outlining
their various requests
Tom Mason reviewed engineering and public works requests.
Kaj Dentler reviewed requests from Parks and Recreation pointing out the
difficulty of keeping part-time help for all the various activities.
Mike Tompkins reviewed the Planning, Zoning and Development budget.
The next budget meeting is scheduled for April 12 at 7:00 p.m. At that time,
it is hoped the review of the General Fund and the Utility Fund will be completed.
The Capital Improvements Program should be out next week, with the Planning
Commission's public hearing scheduled for April 20th. The public hearing for the
budget is scheduled for April 25, 2000.
The meeting adjourned at 9:15 p.m.
