and Fire Warden, and Chic . Engineer, Fire Protection Districts,
of Los Anceles County, who is 81so Fire Chief of the City of
Temple City, The Mayor commended Chief Klinger on the fine job
he has done, and as one of the best acmiini strators oF the County,
fo ►owi n,j which on heri:a'i f of himself and the City Council he
presented him with a badge indicating him as Fire Chief of the
City of Ternr.ic City. Keith Klinger graciously accepted the badge
and reminise d regard ;nag his cxperienees from the time he was

during that •time.

Mrs Enve11, Traffic Engineer, presented the recommendation from
the Traffic Commission approving over -night parking restrictions.
There Followed a lengthy discussion concerning various aspects
of t he over -n i aht parking prob 1 m, Mr, Harker of the Planning
Commission in answer tto ql!estifen apartment builders providing
more parking spaces = advised they are bui it. primarily for income
and furnish no more parking than is actually required. Lt. Baker
of the Sheriff's Dept. answered various questions regarding en-
forcement of such an ordinance. Councilman Dickason felt the
ordinance should limit parking to 30 minutes and the hours Chang-
ed from 3 to 5 A. M. Mayor Tyrell felt the hours should be from
3 to 5 A. M. and no parking during that time, and the City Attor-
neys office should give an opinion if objectionable on any basis,
& 'the' C i ty shou i d have the opportuni ty to revoke so no one has the
vested right for 12 months, it circumstances change the permit
should be revoked, Also there should be a provision for issuance
of week or three day permits for non - resident guests in the ordi-
nance, to be issued at the discretion of the City Manager at no
charge. He felt the City Attorney should come up with a decision
on this and a re- worked ordinance. Councilman Dickason moved to
table this and instruct the staff to re -work this ordinance to-
gether with the City Attorney alone; the above stated lines, Coun-
cilman Merritt seconded, and carried.

There are -funds budgeted for this personnel. Councilman Nunamak-
er moved to approve ResolutionNo. 63 -277, Councilman Dickason

9. ACCEPTANCE OF SANITARY SEWERS: Private Contract 6377, Noel and
Mary Rita Baldwin.

cept for public use the sanitary sewer offered for dedication by

A memo from the P, ann i ng Advisor ::scat d that under item 12 of the
Comci i I "!routes of January 14, 1363, rend "Design Item 7: Add to
the existing standard that the turn-around be relocated approx i -
m},teiy 30 feet southerly" and should have read "if feasible ". He
advises that consultation between tract de, i gn ' personnel and
the Planning Advisor indicated this was not feasible while main -
ta i n ncg good design characteristics, and the Planning Advisor
requested this requ i cement be eliminated. This was approved by
the Manning CorsiIssion arnr' referred to the Council to correct
the omission and sot requirement standards correctly. Council-

1, N'ir. Koski presented an invitation from the Quota Club of
f e<. p i e City inviting the sty= F' and council to their annual

2. Mr. Koski advised the Lions Club had requested a waiver of
fees for the use of Live Cak 'irk by the Lions Club in their
annual Citizen of the Year A',' ;ard Dinner on May 7. Councilman
Merritt moved to waive th^ fee charge for this activity,
Councilman Fitzjohn seconded, roll call vote to carry as
follows:

3. Mr. Koski read a letter from Mr, Ted Sperling, 9902 Howland
Dr. requesting 50 per ft. rebate on curb and gutter. Mr. Koski
advised when the project was put in he was one that did not put
in curb and gutter. He now has curb and gutter installed in the
City Olive St. et al project. Councilman Dickason stated he
felt the Council should stick with the policy set and not permit
a rebate in this casa. Councilman Munamaker moved to reject the
request, Councilman Dickason seconded, roil call to carry as
follows:

4. Mr. Koski presented a proposal f °om Fickes and Fickes regard-
ing the remodeling of the old Library into a City Hall. Follow-
ing discussion it was agreed to adjourn tonight's Council meeting

City Manager said he was very clad to be back and the Doctors
say he is progressing satisfactorily. He may have some recommen-
dations at a later date with respect to this when the annual
personnel session is held.
Councilman Merritt brought Up the problem of the parking sign
on Camellia €_.es i de Fisher's Drug store which is being knocked
down cont i � .uous l v . I t ems recommended by the Traffic Engineer
that if this was moved about 5 ft. it would take care of it.
Councilma, Merritt so moved, Councilman Fitzjohn seconded and
carried.
Deputy City Attorney Lumsdon advised the Council that Mr. Shat -
ford had been delayed three days -:y a storm but should be back
the latter part of the week.
Councilman iunem3er reported on Parking District #1 that they
have half of the signatures they need and in about two weeks
they expect to h-weVt�frc;f <_h.
Mayor Tyrell with ` he apps oval of the Council proclaimed the
week of April 22, 1963, as Public Schools Week on behalf of the
City of Ter;'ple City.
Mayor Tyrell advised this was the season for a new Mayor. Coun-
cilman D i ckason suggested this be considered at a personnel
session on Monday., April 15, 19:S3, when there was an adjourned
meeting or the Council to consider the modification of the
library.
18. ADJOURNMENT:
Councilman Fitzjohn moved to adjourn to April 15, 1563, at
7:30 P. M., Councilman Nunamaker seconded, and carried. Council
adjourned zt 3:45 P. M.
