HomeMy Public PortalAbout1948-12-03 Regular MeetingAbsent: Mr. Graham, Jr. Aleo present was Mr. W. H. Webb, Town Manager. The reading of the minutes of the previous meeting of the council, held July 19, 1948, was dispensed with. The village attorney presented to the council a proposed Ordinance No. 13, providing for the classifying, regulating and/ or prohibiting certain noises in said village. The ordinance No. 13 was read in full., and after consideration the proposed Ordinance No. 13 was, upon vote, adopted, and entitled as follows: Ordinance No. 13. "AN ORDINANCE OF BAL HARBOUR VILLAGE, FLORIDA, CLASSIFYING, REGULATING, AND/OR PROHIBITING CERTAIN NOISES IN SAID VILLAGE AND FIXING PEN- ALTIES FOR VIOLATION THEREOF." There being no further business on motion duly made, seconded, and carried the meeting adjourned. Attests Mayor DECEMBER 3, 1948 The regular meeting of the Bal Harbour Village Council was held at 8:00 o'clock P. M., December 3, 1948 in the Administration Building. Present were: Messrs. Graham, Jr., Simons, and Whittaker. Abeent: Messrs. Bonneau and Southerland. Also present were Mr. Willard H. Webb, Town Manager, and Mary T. Wetterer, Town Clerk. The minutes of the regular meeting of September 13, 1948 were read and upon motion of Mr. Simons, seconded by 7,r. Whittaker, were approved. DECE'"$E_____ R 3_Z9,4L3 Mr. Graham, as Acting Mayor, in the absence of Mr. Southerland, brought before the council the application of Fincher Motor Co. to operate taxi cabs from the Sea View Hotel. After discussion it was moved by Mr. Whittaker, seconded by Mr. Simons, that the Taxi Permit application of Pincher Motor Co. be ai)eroved and the Town Manager was instructed to issue the necessary permits providing the Fiucher Motor Company meets the requirements of village ordinance. The renewal application by Gunnar W. Lind for a Village T-.xi permit was presented to the council and unanimously approved. Renewal applications for Pincher Motor Company and Morse Motors, Inc. for U-Drive-It cars were presented to the council and on motion of Mr. Simons, seconded by Mr. Whittaker, were approved. The printed copies of the Financial statement of the village from May 1, 1947 to September 30, 1948 were given to the council and discussion followed whether or not to send each taxpayer a copy of the report. Mr. Graham then commented on his father's idea of a model village and his intention of informing all taxpayers of the financial status of the village each year. The advantages and disadvantages of sending out this statement were considered ant Mr. Webb was asked for his opinion on the subject. Mr. Webb stated that the statement was not one to be ashamed of and that in his opinion it should be released. Mr. Graham commented on the fact that a letter from the Town Manager or ,hyor was not included and Mr. Webb said this was not usually done in municipal reports. There being no further discussion it was moved and seconded that Mr. Graham': idea be carried out. It was also moved by Mr. Whittaker that the Council ac:ept the auditor's report and financial statement and authorization be given to prepare this statement for mailing to all taxpayers and a select group to include the City of 'Miami Beach, Florida, International City Managers' Association, Dun and Bradstreet, and a New York Muni- cipal Bonding House. Upon second by Mr. Simons this moti.dn was unanimously carried. The Town Manager then explained and read to the council in full a form ordinance presented by the Southern Bell lelephone and Tele- graph Coma.any requesting a thirty year franchise. Mr. Simons commented on the possiblity of including a section enabling the village to install a fire alarm system. After discussion the proposed ordinance was accepted as corrected by the village attorney as Ordinance No. 14 of Ba1 Harbour Village entitled: Ordinance No. 14 "AN ORDINANCE OF BAL HARBOUR VILLAGE, FLORILA, AUTHORIZING THE SOUTHERN BELL TELEPHONE. AND TELEGRAPH COmPANY TO USE THE PUBLIC (BAL HARBOUR BOULEVARD AND HARDING AVENUE AND 96TH STREET ONLY) ANL ALSO THE PRIVATE DRIVES IN BAL HAR- BOUR VILLAGE, FLORIDA, FOR THE FURPOSE OF ERFXJTING, CONSTRUCTING, MAINTAI'J.ING DECEMBER 3. 1948 4U AND OPERATING LINES OF TELEPHONE ANL TELEGRAPH THEREUNDER." Mr. Webb then presented to the councilmen present their salary for the past seventeen months. Discussion followed on the grading of 96th Street, which as yet had not been completed by the Surfside contractor and the matter was tabled for "r. SouLher.land's attention.. Mr. Whittaker asked the Town 'tanager how many houses had been started or completed in the village and Mr. Webb informed him at the present time there were 41. M., February 7, 1949 in the Administration Building. Present: Messrs. Bonneau, Graham, Jr., Southerland, and Whittaker. Absent: Mr. Simons. Also present were Mr. W. H. Webb, Town Manager, and Mary T. Wetterer, Town Clerk. The minutes of the previous meeting of December 3, 1948 were read and approved. Discussion followed on Mr. Shepard broad's request that bay Harbor Island be paid for fill removed by bal Harbour Village from FEBRUARY 7, 1949
