Leesburg Utility Account Billing
Changes Announced
Leesburg, VA (January 13, 2010) – Leesburg utility account customers will see a
change in the way that sewer charges are calculated in upcoming billing cycles.
Beginning on January 1, 2010, sewer charge calculations will be based on 100% of
water usage for the quarter being billed. In the past, sewer charges were based on the
customer’s water usage during the past winter quarter.
This change does not affect the excessive water use surcharge that took effect on
September 1, 2009. A 45% surcharge on the water consumption portion of the bill is
assessed when water usage exceeds 135% of the customer’s winter quarter water
usage.
Current rates are $3.40 per 1,000 gallons for water service and $4.55 per 1,000 gallons
for sewer service, plus $7.20 fixed charges for each service ($14.40 total). When the
45% surcharge applies, the rate for water service is $4.93 per 1,000 gallons.
The examples below illustrate how the account charges will be calculated, with these
changes. These examples are based on the assumption that the winter quarter water
usage was 13,000 gallons. Therefore, the water service surcharge will apply only if
water usage exceeds 18,000 gallons.
Scenario 1: Usage is 15,000 gallons (surcharge does not apply)
Water = 15,000 x $3.40/1,000 $51.00
Sewer = 15,000 x $4.55/1,000 $68.25
Fixed Charges $14.40
Total $133.65

Sewer = 20,000 x $4.55/1,000 $91.00
Fixed Charges $14.40
Total $204.00
